Research On The Planning Of Industry Park Based On The Environmental Impact Assessment

The Environmental Impact Assessment Law of the People's Republic of China promulgated in 2003 clearly stipulates that all kinds of domestic planning projects need to carry out environmental impact assessment of planning,but it has not been enforced.In 2009,the Regulations on Environmental Impact Assessment of Planning were formally promulgated,but the contents of the Regulations on Environmental Impact Assessment of Planning are not clearly and systematically explained for the guidance of specific planning procedures and methods.Therefore,there are still many defects in the legal system,theoretical system and technical method system of planning environmental impact assessment.This article first has been clear about the significance of environmental impact assessment,is to plan after the implementation of the environmental impact of evaluation in advance,as soon as possible to identify and find potential environmental problems of the development planning decisions,and put forward appropriate to avoid to impact and consequences and mitigation measures,and on this condition,according to the theory of environmental impact assessment and industrial park planning theory as a starting point,summarizes the laws and regulations related research results at home and abroad,using the method of literature analysis,induction,empirical research methods,such as project background of Huayuankou economic zones,planning principle,planning content and specific analysis,It is found that the main problem of Huayuankou economic zone is the contradictory relationship between estuary sea area and the development of non-complete industrial system.Through improving industrial structure,dividing environmental functions,highlighting regional characteristics,balancing resources and environment,and planning and optimizing compensation,the construction of green industrial cluster area and ecological livable city is completed.Drawing on the successful methods of Huayuankou economic zone,economic development zone in Shulan contradiction analysis,environmental conditions and economic growth based on Shulan area land tension,food processing enterprises located in industrial area,the basic characteristics of national agricultural producing,using the principle of circular economy from the perspective of the protection of water,soil,air,the basic principles of planning,land use planning,content,function partition,overall layout,get Shulan economic development zone of the environmental impact assessment system overall planning focus on construction,the industrial replacement,the effective way of clean production.With the establishment and improvement of China's environmental protection mechanism,the sustainable development design of planned projects has become an important standard for industrial park planning,which is a direct means to solve the contradiction between economic development and resource shortage,social development and ecological destruction.Guided by the theory of environmental impact assessment of industrial park planning method,combining with the development of industrial park's own unique advantages and disadvantages,from the point of view of system theory,conform to reality development needs planning perspective,clear the direction of the industrial park planning,and to the improvement of the overall planning and design methods of China's industrial park.
