The urban waterfront space is the transition zone between the natural system and the urban system.It is one of the most dynamic areas in the city and it is also a perfect stage for the exchange of urban culture and regional characteristics.Waterfront space also bears the role of flood and tidal resistance against wind and waves.Therefore,it is of great practical significance to enhance the storm surge prevention work in the urban waterfront space.In this paper,the elastic city theory is systematically expounded together with the causes,classification,hazards and factors affecting the landscape design of storm surge affected areas being expounded and analyzed.It lays a theoretical foundation for the development of storm surge landscape planning and design strategy from the elastic perspective.Subsequently,the landscape planning and design strategy of storm tide from the elastic perspective can be used for reference in the landscape planning and design of storm surge affected areas and can be adjusted for different sites.In order to adapt to the characteristics of the site and better play the role of elasticity.Finally,taking the Planning and Design Scheme of Haikou City Haidian Riverside Greenland as an example,the paper shows how to combine storm surge landscape planning and design strategy with local culture and site characteristics to resist storm surge attack,improve site ecological efficiency,wake up site cultural memory and to create unique urban waterfront space.The main results of this paper are as follows.1.At present,the main problem in storm surge prevention is the single function list of tide protection facilities,separating urban waterfront space and affecting the quality of urban ecological environment.2.The prevention of storm surge should be combined with the construction of urban ecological civilization and the optimization of outdoor space so as to promote urban elasticity,optimize the quality of ecological environment and activate the vitality of the city.3.Drawing lessons from the theory of elastic city and sponge city,the design principles of storm surge defensive planning and design,the design strategy based on elastic city theory and the design strategy based on spatial layout are put forward to form elastic view of storm surge landscape design strategy.4.Selected Haikou City Haidian Riverside Greenland,and combined the storm surge response strategy of the paper from location,function,disaster prevention,history and culture,ecological design wind analysis site status quo,this paper puts forward the design strategy of combining the specific tide protection strategy,the division of site space,the ecological design and the function planning to make a systematic optimization design of Haidian Riverside Greenland to improve the theoretical system of this paper with attempt to how to apply the design strategy to practical cases.
