| Regional water shortage severely limits the social development and human activities. The problem gets more serious because of climate change and human activities. Establishment of river and lake system interconnection is an effective way to resolve regional water shortages and optimize water allocation. River and lake water connectivity project started early and there is extensive experience in engineering practice. However, theoretical research and quantitative analysis of the benefits are with little achievement. This paper took Haikou city as a research object and studied its current situation of water network and distribution, and compared the water resources allocation efficiency of before-and-after water network changed. The main results are summarized as follows.(1) This paper researched Haikou city the social economy and the water resources situation. It analyzed rainfall and runoff characteristics of the area based on the long temporal series, it also investigated groundwater forming and spreading, urban development and utilization of water resources have been studied too. The results showed that Haikou has abundant water resource while it displays an uneven spatial and temporal distribution. That may affect the stability of the economic and social development of the city and lead to unbalanced regional development.(2) After investigating the situation of major rivers, lakes and reservoirs, this paper considered how the water system connection and find out what of water network has changed after river communication engineering. In the guidance of natural-social water cycle theory, this paper took the whole society-ecology-resources complex system of research area as simplification model.(3) This paper built water demand forecast model based on system dynamics theory. Considered the city current situation, planning program, potential and so on, under assumptions of that social economy develops at high or stable speed and under assumptions of that water-saving being strengthened or weakened, the paper gave believable results of water resources demand for all possible cases.(4) This paper introduced the concept, modes and principles of water resources allocation, and built quantity-quality-benefit water resources allocation model of Haikou city. Through researching water resources supply and demand balance, this paper discussed and compared the benefits of water connectivity project in water allocation. |
