| The implement of the “Belt and Road” initiatives boosts China Railway Express(CRexpress)from mainland cities to Europe and other Asia districts.With the increasing number of CRexpress however,problems like lack of cargo supply,low full-load ratio,smaller profit margin and high subsidy pressure upon the government begin to block the development of CRexpress.Based on the strategy of cargo consolidation in China to solve these problems,this paper constructs a two-phase model,combining qualitative and quantitative analysis to seek for the optimal location for the consolidation centers.In the first phase,the paper screens out the candidates of consolidation centers with considering public policy and current operation of CRexpress,then respectively evaluates the nodes significance of China railway,highway and national road networks by the indexes of degree centrality,closeness centrality,betweenness centrality and improved 6)-shell decomposition from the node evaluation theory of complex network.After the calculation of Technique for Order Preference by Similarity to an Ideal Solution(TOPSIS)model and cargo rate,the 4 indexes are synthesized to describe the cargo capacity of each city node,obtaining the cargo capacity rank of candidates consolidation centers.In the second phase,based on the evaluation and rank result,a mixed integer programming model for consolidated transportation network of CRexpress is established.The empirical study for the model shows that Xi'an,Taiyuan,Zhengzhou,Wuhan and Suzhou are the best locations for CRexpress consolidation,and the number of consolidation center and total cost of the model are sharp sensitive to the frequency of CRexpress and the value of time.The result provides the government with optimal location plan for consolidation center of CRexpress,as well as identifies the development direction for the transportation network of each city,ensuring the fast,intensive and sustainable development of CRexpress. |
