| Nowadays,the main features of world economy are globalization and informatization.It is therefore necessary for Chinese economy to make connection with world economy and join the worldwide competition.the structure and system of Chinese economy is experiencing huge change.This trend and development of Chinese economy and also world economy has both direct and indirect influence on the field of accounting.The economic transformation and upgrading emphasize especially on the transformation and upgrading of accounting i.e the transformation and upgrading from financial accounting to managerial and from financial department to financial team.The function of accounting transformed from business accounting into management and strategy.The service of shared finance becomes the future direction after the accounting transformation.The organizational structure of finance,the information system,talent cultivation and team building have all had huge change.the team building of accounting under the background of shared finance will concern the orderly development and the long-term strategy of an organization.As the Chinese integrated traffic & transport system is gradually improved,the strategy of "civil aviation can increase the country’s competitiveness" is carrying on all over China.It is a special time for the air control system of civil aviation,since the system is experiencing strategic opportunity,increasing problems,transformation of technology and a peak of construction.It is important to deepen the reform of personnel system,optimize financial and economic policies and enhance human resource training.By doing so,a team of top management talents with an international perspective can be better trained.This team is expected to me more familiar with the economic strategy and more adapted with the field of civil aviation.Based on the SWOT analysis and literature,this paper uses theoretical research,case reference and empirical study.First of all,topic background and significance are selected.After reviewing other’s literature,the paper explains the basic theory of finance and economics including transformation and upgrading of accounting,financial shareservice and team construction and so on.SWOT is then used to analyze the current situation and problems of the financial team of Air Traffic Management Bureau(ATMB).In the setting of the current domestic and world economic situation and the revolution and development of accounting in China,the paper takes example from the advanced experience of other companies’ finance team building and the outline of the "135" accounting reform and development plan.By considering the new mission and situation of the development of civil aviation,it is important to follow the "12334" idea from the civil aviation administration.This idea insists on the development of service and emphasizes on talents,innovation,leadership and coherence.From this idea,the transformation of financial management can be achieved by training a well-structured financial team in the civil aviation system.This team can promote the support capability and efficiency of the civil aviation system.This article suggests to establish a finance committee in ATMB and set up FSSC in the local ATMB branches by stage.The purpose of this suggestion is to provide essential organization and management guarantee for better team building of the accounting team.It is important to build a staging hierarchy within the team to distinguish strategic-accounting and managerial-accounting and business-accounting members.The FSSC can rationalize the management system of ATMB and significantly improve the structure,training and environment of the financial personnel.Emphasizing on cultivating talented accountants is helpful to strengthen the core power of the team building.A modern and open financial information control system that harmonizes with the level of financial management will provide necessary technical support for the team building of the accounting team.Centering around the content of structure,function,category,spirit,cultivation,stimulation,communication,performance,leadership,culture,innovation and conflict resolution,the article also points out that it is important to set up a sharing spirit of the team,increase measures to stimulate better team performance,enhance team corporation and communication,solve team conflicts in rational ways,emphasize on leadership,make a positive team culture and build a team with high executive force.It is anticipated that the introduction of FSSC will consummate the financial team building of ATMB. |
