Intellectual Property Management Of Utility Boiler Research Projects

Utility boiler is large scale equipment whose is technology intensive and resource intensive.Utility boiler research projects are input large,higher risk,long cycle of R&D.Current intellectual property management for utility boiler research projects just stay on the surface of the transactional work on patent statistics,patent application.As intellectual property management is not perfect leads to project quality cannot be guaranteed.There is a repeated R&D to waste of manpower,material resources and financial resources.Intellectual property rights achievements conversion rate is also not high.So the intellectual property rights management should be put into the whole process of research management to solve the problem of separating the traditional research and intellectual property management and to improve the research innovation ability and efficiency of enterprises.This paper analyzes the main problems of intellectual property rights management of research project,introduces process management idea in the modern project management.Guided by the project life cycle theory and through analyzing the current situation of utility boiler research project,analyze the necessity of intellectual property rights management of utility boiler research projects.By using the theory of project management of PDCA cycle through the whole process of intellectual property management of research project,importing the analytic hierarchy process combined with fuzzy evaluation method to establish acceptance post-stage of intellectual property evaluation index system and using the Boston matrix to classify achievements of intellectual property rights,thus in the whole process of research project,make the research project and the process control system specification,strengthen the process control,reduce the risk of research project and promote the research industry conversion rate.
