Study On Improvement Of Government Service Level Of Road Passenger Transport In Quanzhou

In recent years,the road passenger transportation industry is facing internal problems such as unbalanced transport capacity,weak industrial supervision,and low technological content,which make it difficult to improve service capabilities.Meanwhile,it is also facing external shocks from private cars,online vehicles,high-speed rail,and civil aviation.Currently,it is urgent to improve the government services level,guide the transformation and upgrading of the road passenger transportation industry to solve the dilemma of such internal and external problems.Through literature research and case analysis,this paper collects the data of government services in the road passenger transportation industry,and systematically studies the government services of the passenger transportation industry in Quanzhou using the new public service theory and governance theory.The study finds that the current passenger transportation in Quanzhou has outstanding approval management,complicated approval procedures,excessive government regulation,insufficient industry management personnel,lagging industry supervision system,disordered market order,imperfect laws and regulations,unreasonable transportation structure and lack of information services.The reasons behind these problems are complex and diverse,including untimely transformation of ideas and concepts,backward management methods of the industry,single management methods,low professional level of management personnel,unclear positioning of management functions,insufficient use of market mechanisms,imperfect legal lag regulations,sudden changes in industry environment,insufficient social organization,lack of deep development of resources,and lack of correct and necessary policy guidance of resources.Finally,in response to these problems and causes,we propose promotion countermeasures respectively from the aspects of the prior administrative approval,post-event supervision,and industry service guidance.The specific countermeasures include promoting reform of the examination and approval system,promoting information construction,strengthening management team building,strengthening market monitoring methods,establishing effective market supervision mechanisms,exploring price market reforms,establishing sound laws and regulations,improving market access and exit mechanisms,playing the role of industry social organizations,and strengthening policies that are guided by public demand.Through these promotion countermeasures,it is promising to solve the current internal and external difficulties of road passenger transportation industry,accelerate structural adjustment,promote the transformation and upgrading of road passenger transportation,promote the effective convergence of road transport and other modes of transport,and accelerate the promotion of comprehensive transportation system construction.
