Saving energy,protecting environment and realizing sustainable development are the trends of development in future architecture.Green building,emerging as the times require,becomes the focus of attention.China has a large number of small and medium-sized cities which are rich in resources.The development of new urbanization is in an accelerated period.Promoting the development of green buildings in small and medium-sized cities under the background of new urbanization is the only way for sustainable development.However,under the background of new urbanization,the policy coverage of green building in small and medium-sized cities is low,the development efficiency is low,the energy saving technology is backward,and so on,which limits the development of green building to a certain extent.Motivated by this situation,this paper establishes a scientific and effective cost-benefit calculation method,and studies the analysis framework of incremental cost and incremental benefit.Moreover,the incremental cost,incremental economic benefit and environmental benefit are studied quantitatively,and the social benefits are qualitatively analyzed.These provide a more reasonable evaluation system for green buildings of small and medium-sized cities in the context of new urbanization.At present,the domestic and foreign research on green building is gradually increased,and the theory of new urbanization is gradually improved in our country.But based on the background of new urbanization in small and medium-sized cities of our country,there is less research on green building.Due to the characteristics of small and medium-sized cities in China,this paper introduces the fundamental theories of new urbanization and green buildings.We analysis different stages and characteristics of green building development under the background of new urbanization,summarize the development of green building theory from birth,perfection to all-round development,and expound the cost-benefit theory,etc.Furthermore,the incremental cost and benefit of green building,and comments on green building in China are studied.The price standard is compared and analyzed.In the road to new urbanization,there are many problems in the development of green buildings in small and medium-sized cities.Through the analysis of the development status of the prefabricated buildings,green building materials and ecological cities involved in green buildings in China,this paper summarizes the problems existing in the development of green buildings in the process of new urbanization in small and medium-sized cities and the gap with the development of green buildings in big cities.The necessity of the development of green buildings in small and medium-sized cities is discussed and some suggestions are proposed for the matching development of new urbanization and green buildings.This paper analyzes the cost and benefit of green building by means of the life-cycle cost method and the method of "with or without contrast",analyzes the characteristics of cost and benefit of green building,and introduces the concept of cost benefit of green building.By comparing and analyzing the evaluation standards of local green buildings and national standards in Beijing,Guangdong,Shandong and Qinghai,the differences between small and medium-sized cities and large cities in green building evaluationstandards are summarized.At the same time,according to the characteristics of small and medium-sized cities in the process of new urbanization,we propose some useful suggestions for the development of green buildings in small and medium-sized cities.Taking one green public building in Weihai as an example,we analysis the incremental cost and benefit of this green building and evaluate it by applying the fuzzy comprehensive evaluation method.It turns out that,the energy-saving technology can be use to develop green buildings in small and medium-sized cities.The technology can effectively improve the incremental benefit,reduce the energy consumption of buildings,and improve the comfort of the indoor environment of buildings.
