Performance Evaluation Of PPP Project In Sponge City Based On Sustainable Development

Due to the high attention paid by local governments and the public to the construction of PPP projects in sponge cities,the construction of PPP projects in sponge cities is in full swing.By the end of 2018,there are 63 sponge city PPP projects in 30 pilot cities.However,there are still some challenges in applying PPP model to the construction of sponge city projects.The low rate of return,long construction period and high technical difficulty make the private sector less willing to participate in PPP projects in sponge cities.In the construction process of PPP projects in sponge cities,the private sector mainly achieves return on investment by obtaining government financial subsidies or purchasing services,while the government takes the results of project performance evaluation as the basis for calculating total service fees.Perfect performance evaluation system of sponge city PPP project can not only make the evaluation results more real and comprehensive,but also help optimize the construction of sponge city PPP project,improve its construction efficiency and cooperation efficiency to a certain extent,and also maximize the environmental,economic and social benefits.However,the current PPP project performance evaluation system in sponge city is not targeted,and there are some problems,such as incomplete selection of indicators,neglect of the sustainability of the project,unclear evaluation subject,and so on,which can not truly and objectively evaluate the performance of a specific sponge city PPP project.Based on the understanding of the current research situation and relevant theories of PPP project performance evaluation,this paper analyses the existing problems of PPP project performance evaluation system in Sponge City A,puts forward three dimensions of economic performance,social performance,environmental performance and 18 secondary indicators of PPP project performance evaluation index system in Sponge City A,and adopts the evaluation index system of PPP project performance in Sponge City A.The performance evaluation model is constructed by using the method of fuzzy comprehensive evaluation,and the performance level is expressed by quantitative results.Then the PPP project performance evaluation system of Sponge City is applied to the performance evaluation of Sponge City A,and the results show that the social performance is good,the economic performance and environmental performance are general,and the comprehensive evaluation results are general.The results can better reflect the operation and performance of PPP project in sponge city A.
