| With the increase of human activities,the influence of Transformation of natural activities on the natural environment is becoming more and more important.In recent years,China’s urban problems have been aggravated,especially the urban water problem has become one of the important factors that affect the development of the city.Most cities in North China are short of water for a long time.The southern cities are facing serious floods,which will cause serious damage to the property and safety of the state and the people.The phenomenon of "rain to see the sea,the city to see the sea" is aggravating.The cause of these phenomena is that the utilization of water resources is not reasonable in the development of the city.Therefore,three ministries including the Ministry of finance,the Ministry of housing construction and the Ministry of water resources commissions to carry out the pilot work of the construction of the sponge city which are divided into two batches in the whole country in April 2015 and April 2016.As a county-level city in Shandong Province,Shouguang City,is located in the northern coastal plain of Shandong province,with 16 seasonal rivers including the Dan River flow through the city.With high annual precipitation,it can be easily lead to flooding problems in the city.As the cultural aspect of the city,Shouguang is China’s the largest vegetable distribution center,and Yidu—Yangkou railway,Jinan--Qingdao Expressway passes through it`s territory,also more than 140 ancient cultural sites Distributed among it.Thus it can be seen the importance of Shouguang City.And so it just to bring out a study on the construction of the pilot project of the Development Building in the sponge city for the Shouguang City as a case.And now the housing and urban construction departments in Shandong Province,the Ministry of Finance and the Ministry of water resources are all actively promoting the pilot work of the sponge city in Shouguang and giving them financial support.The research on the construction of the pilot project of the sponge city in Shouguang City of this paper is mainly based on the pilot project of the sponge city in the Development Building.Through the research of the project,we elaborate the specific situation of the construction of the sponge city in Shouguang City.This paper expounds the role of establishing sponge city in the Development Building to urban waterlogging and water saving in Shouguang City,and explaining its importance and significance for urban water safety and ecological protection.With the establishment of the goal of China’s ecological environment and the starting of fiscal policy and city planning research in the development of sponge City,The sponge city construction has already been the important elements of the construction of China’s social ecological system,All of this must be lay important base on the solving of city waterlogging problem and the scientific development of urbanization.It’s including some main aspects in this paper about the research on the construction of the pilot sponge city project in Shouguang City: first,study the related theoretical analysis of the sponge city,mainly including the contents of the construction of sponge city and the countermeasure of sponge city planning.Secondly,analyze the way of technologic application of sponge city,and mainly researches its application in engineering & residential quarter,in city road,in green space and square of a city and also in city water systems.finally,analysis and study the case of sponge city of Shouguang project as an example,It`s mainly including the introduction of the background of the project,the development and implementation of the project,the construction methods and characteristics of the project,the effective analysis of the project implementation,the analysis of problem existed and reason of the project.It is to be hoped that this paper would to provide reasonable suggestions for solving problems in the pilot project of sponge city by the study of the project of sponge city of Development Building in Shouguang City. |
