Establishment And Application Of Performance Evaluation Index Of Harbin Locomotive Depot Based On Balanced Scorecard

With the rapid development of China's air,rail and road transport modes,the competition in the transport market is increasingly fierce.In recent years,China's railway transport market share has been declining year by year.With the continuous deepening of China's railway reform,railway transport enterprises need to redefine their strategic positioning and change their management theory,so as to absorb more social capital investment for their subsequent development.This paper takes Harbin locomotive depot as an example to study the comprehensive performance evaluation of enterprises.This paper summarizes the current situation and performance evaluation theory of domestic and foreign transportation enterprises,and makes an in-depth analysis of the current situation of performance evaluation and management of railway transportation enterprises in Harbin locomotive depot on the basis of fully understanding the general situation and future development strategy,and points out the shortcomings of the existing performance evaluation system.In view of the present situation of railway transportation of Harbin locomotives,based on the balanced scorecard,the financial dimension,the customer dimension,internal business dimension,learning and growth dimension with corporate social responsibility,to establish a team with five indicators and 20 secondary index system of comprehensive performance indicators,On this basis,the comprehensive performance indicators are empowered by analytic hierarchy process,form a complete set of enterprise performance evaluation system.Based on the comprehensive performance evaluation system of Harbin locomotive depot and the strategic future development direction of Harbin locomotive depot,the performance improvement goals,performance improvement strategies and safeguards are formulated to form suggestions on the application of Harbin locomotive depot.To improve the economic and social benefits and to provide reference for the performance optimization of other railway transportation enterprises.
