After more than ten years of rapid development,domestic shipbuilding enterprises have gradually transformed into providing specialized production and services under the general trend of “social collaboration”,with market planning and marketing as the forerunner,focusing on production organization and management,providing after-sales service.Comprehensive enterprise of service.Therefore,the shipbuilding enterprises hand over a large number of low-tech difficult and difficult work to the outsourced laborers,and some ship companies have even exceeded 50% of the outsourcing business.However,in the management of outsourced laborers,the ship-owning enterprises “replace management with outsourcing”,the settlement of labor costs is settled according to the completed quantity,which causes the fixed working hours of outsourcing labor services to be generally neglected.At the same time,due to the educational level and professional technical level of the outsourced laborers.The difference between the other aspects and the employees of the shipbuilding enterprise,there is a large deviation between the actual working hours of the actual production of the outsourced laborers and the fixed working hours of the production planning.The operating efficiency between the two is significantly different,which seriously affects the enforceability of the plan.Therefore,this paper proposes a working time calculation model based on the characteristics of outsourcing laborers.On the basis of the traditional working hour calculation model,not only the process characteristics and quantity information,but also the characteristics of outsourced laborers and external construction environment characteristics are included in the actual working hours.Among the factors,the BP neural network method is used to establish the working hour measurement model.At the same time,the data of a ship repairing company's welding outsourcing labor hours is taken as an example to verify the validity of the model.Firstly,combining the previous research results,the results of linear regression analysis and the reality of data collection and processing,it analyzes the three major factors affecting the actual working hours of outsourcing labor,and explains the possible impacts of these three major factors on the actual working hours.Secondly,with the strong self-learning ability of BP neural network,a feature-based outsourcing labor hour measurement model is constructed.Thirdly,taking the welding outsourcing labor service data of a ship repairing company as the research object,using MATLAB software to carry out model training and simulation,and predicting through the model more reasonable and accurate working hours are used as an important reference for shipbuilding planning.Finally,based on the above factors analysis and model construction and prediction results,the corresponding outsourcing management and ship construction planning recommendations are given to promote the enforceability of shipbuilding planning and improve the efficiency and efficiency of shipbuilding enterprises.
