With the acceleration of urbanization in China, urban traffic congestion is becoming more and more serious. In order to alleviate traffic pressure, the state vigorously develops public transportion. As an important tool to solve the "last kilometer" problem of public transportion, the right of way(ROW)of non-motor vehicles is often not guaranteed, and when the traffic volume of non-motor vehicles at intersections is large, the interference of non-motor vehicles is great. However, the researches mainly focus on the qualitative allocation of ROW and signal timing based on motor vehicles, and there are relatively few researches on the quantitative allocation of ROW and non-motor vehicle signal timing. Therefore, considering the ROW of non-motor vehicles to optimize the signal timing of intersections can effectively improve the efficiency of intersections, which is of great significance to improve the level of urban traffic service.Firstly, this paper assigned the ROW through the utilization ratio of road, and determined the ROW coefficient of non-motor vehicle.Secondly, the operation characteristics of non-motorized vehicles at intersections were analyzed, including the compression coefficient of non-motorized vehicles waiting in queues. Then, based on the traffic conflicts in intersections with different phase timing, the advance and cut-off green time of non-motorized vehicles were determined. In addition, the delays and conflicts can be reduced by setting a certain red time for right-turning motorized vehicles. Finally, taking Xiaozhai intersection as an example, the signal timing of different ROW coefficients was determined by C++ programming, and.VISSIM simulation software was used to compare the traffic efficiency under different ROW coefficients to obtain the optimal range of non-motor vehicle ROW coefficients,so as to verifying the validity of the ROW distribution coefficient proposed in this paper.By analyzing the traffic operation of Xiaozhai intersection before and after signal timing optimization,it can be seen that the average delay of Xiaozhai intersection is obviously reduced, and the number of vehicles is significantly increased after using the signal timing optimization scheme considering the ROW of non-motor vehicles designed in this paper, which proves that the timing scheme is effective. In this paper,non-motorized traffic behavior and the signal timing of intersection were combined by quantifying the non-motorized ROW allocation coefficient, and the signal timing of non-motorized vehicles and right-turning vehicles at intersections was studied, which enriched the theoretical system of ROW allocation and providing some reference value for the signal timing method at intersections. At the same time, the optimized signal timing scheme can reduce the traffic delays at intersections improving the riding experience and the enthusiasm of people to choose public transport. It is of great significance to improve the composition and structure of urban trasprotation modes, relieve traffic pressure and promote the sustainable development of traffic.
