Scientific and technological innovation is the comprehensive embodiment of a country's core competitiveness.In the process of the growth of the high-tech enterprises,the enterprises become the driving the national economic growth the important source of adjustment of industrial structure,with independent research and development of intangible assets is the enterprise core competitive ability,the intangible asset confirmation and processing methods related directly to enterprise accounting information authenticity and reliability,also affect the enterprise strategy implementation and long-term development.However,the current national accounting standards for r & d expenditure setting is not perfect,for enterprises to use r & d expenditure accounting standards to choose the space and conditions.Therefore,the research on the formation of intangible assets has theoretical and practical significance.The KF high-tech enterprise with the main equipment manufacturing business as the case study object,the KF high-tech enterprise in the process of forming intangible assets,the 11 research patents of the internal research and development are fully charged.Based on accounting policy selection theory and signal transmission theory,this paper uses literature review method and case analysis method to analyze the selection,motivation and influence of KF high-tech enterprises' intangible assets formation.The research findings in this paper are as follows:(1)The full cost of internal R&D expenditure is in line with the principle of prudence,but it violates the accounting principle of matching and authenticity,and fails to pass on the intrinsic value of intangible assets formed by independent research and development;(2)The main motivation for enterprises not forming intangible assets in the R&D process is affected by external capital constraints and internal differentiation strategies;(3)From the short-term perspective impact analysis,the result of the full cost-based treatment of enterprises choosing R&D expenditure is to reduce taxes and fees and increase funds,thus bringing short-term economic benefits;(4)From the long-term perspective impact analysis,the full cost of research and development expenditure does not confirm intangible assets,can not reflect the innovative value of enterprise intangible assets,and the core technology competitiveness and innovation ability of enterprises,it is difficult to form financial and strategic synergy.R&D expenditure is a key investment in the company's growth,profitability and sustainable business processes and needs to be reported fairly and fairly in annual financial and non-financial reports.In the formation of intangible assets,whether high-tech enterprises can reasonably and truly reflect the strategic layout and innovation ability of enterprises is a difficult choice.Enterprises must combine the external environment such as economic environment,accounting standards and taxation policies,and also consider the strategic planning and business objectives of enterprises,so as to conditionally capitalize R&D expenditures.This will help stimulate the enthusiasm of small and medium-sized high-tech enterprises to develop and innovate and support the country's innovative development strategy.
