Research On The Influence Of Municipal Engineering Change On Project Management And Its Countermeasures

With the rapid development of our national economy,the scale of urbanization construction has been continuously expanded,and municipal engineering is closely related to the quality of life and environment it belongs to the construction of urban infrastructure.The municipal project covers more wider than ordinary civil construction projects,and the construction environment is more complex,and which is greatly affected by environmental factors,human factors and social factors.The demand for technical level is also higher and higher,and there are more uncertainties in the construction process.In addition,municipal projects have a very large amount of liquidity,and most of them are mainly linear engineering,which leads to a lot of possibilities for changes during construction,which in turn has a great influence on the realization of municipal engineering goals,affecting the progress of the project,affecting contract prices,and causing contract disputes,Project change management plays an important role in project management.At first,studying about engineering change of the related research results at home and abroad,combing summing up the connotation of the engineering change,summarizing the cause of the engineering change from the main body behavior and individual behavior factors,policy factors,environmental factors and contract factors aspects and so on,and according to the engineering change to classify the engineering changes,using the analytic hierarchy process to quantify the engineering change related factors indicators,it is concluded that the accuracy of the survey and design,and owner's subjective choice and decision making are most likely to generate engineering change;Secondly,two cases of city municipal engineering changes are collected and the change items of case engineering is analyzed.Through the comparison of the "FIDIC Construction Contract Conditions",the "Construction ContractModel Text" and the "A City Government Investment Construction Management Center Project Change Management Measures" on the engineering changes and changes in valuation,analyzing the problems such as the aspects of imperfect management system of engineering change,neglect of preparatory work in the pre-change period,imperfect conditions of contract of alteration management,unclear division of specific responsibilities at management level,unreasonable determination of change price,etc.Thirdly,in response to the existing problems,Suggestions are put forward,such as improving the management system of engineering change,evaluating the project change plan,strengthening the phase control of engineering change,strengthening the control of the type of engineering change that is easy to send,perfecting the standardization of the cost unit price in engineering change,and improving the efficiency of engineering change with BIM technology.In combination with the development of the industry,propose to establish engineering change management professional control team and build an open information platform for data sharing in view of the problem of cost and unit price in engineering change.Finally,this study combined with case analysis,clarifying the feasibility of this strategy further.
