Power rate is the primary and important source of Xinjiang State Gird.In 2018,the Xinjiang State Gird Co.,Ltd.realized 107.2 billion kilowatt-hours of electricity sales and43.07 billion yuan of revenue from electricity sales.In recent years,the level of Power rate management has been improved by strengthening the integration of business and finance,implementing the "one household,one policy" management mode for large users.However,under the huge scale of power rate,it is necessary to effectively measure the probability of risk events,to improve the risk management awareness of power rate of Xinjiang State Gird.Expert investigation method is used to identify the risk,and expert team is constructed.Brainstorming method is used to determine the main aspects of power rate risk.Delphi method is used to report the risk points of power rate by experts.25 risk points of power rate are formed.By arranging a group of experts on electricity income and on-the-spot inspection,12 types of internal control defects were found.Fuzzy comprehensive evaluation model is established to carry out risk assessment of power rate.This paper analyses the 14 specific causes of risks in electricity price management,electricity fee management and business income management,and puts forward 16 risk control strategies from four aspects:internal management,process optimization,information system supervision and risk system construction?.This paper attempts to transform the risk of power rate from qualitative classification analysis to quantitative and accurate analysis,make full use of the results of expert spot sampling inspection,reduce the subjectivity of weight assignment in the fuzzy comprehensive evaluation model,and have a certain reference value for risk management of power rate in Xinjiang grid enterprises.
