Research On Urban Color Planning System In Japan

With the standardization and legalization of urban and rural planning management in China,urban color planning is of great significance as an important special content of urban planning and design.Japan's practical experience in landscape legislation,which is also a neighbor of East Asia,has important reference value for China.This paper selects 20 Japanese government decree cities as a sample,and comprehensively sorts out the Japanese city color planning system,compares the implementation of color planning in typical cities of China and Japan,and draws the enlightenment of Japanese experience on China's urban color planning.First,this paper expounds the basic theories of urban color planning in China and Japan from three aspects:color perception effect and urban color aesthetics,Sino-Japanese urban color technology standard system,and Sino-Japanese urban color management system background.On this basis,the basic composition of the Japanese urban color planning system was comprehensively sorted out,and the relationship and responsibility of the four types of urban color landscape construction documents such as Landscape Law,Landscape Regulation,Landscape Planning and Color Guide were determined.According to the preliminary work of urban color planning-urban color planning methods and contents-three measures of urban color planning implementation measures,a comparative analysis of 20 designated cities in Japan.And summed up the Japanese city color planning system "color harmony as the main principle of urban color creation,the theory of color geography and color perception as the theoretical support,the basic strategy of creating urban landscape features with flexible planning and the realization of urban color with public participation.The four main characteristics of the core values of planning.Secondly,on the basis of the above research,this paper chooses Xiamen,China,and Kumamoto,Japan as examples,and makes a comparative analysis of their urban color planning in terms of planning content and planning implementation effect.Combining the content of the two urban planning and the effect of the implementation of the plan,this paper explores and summarizes four strategies for the optimization and promotion of Xiamen urban color planning:the selection of control objects,the elastic space size of urban color planning,the shaping consciousness of overlooking landscape and the perfection degree of urban color management and control system.Finally,based on the previous research on the urban color planning system in Japan and the empirical analysis of case cities,the Enlightenment of the experience of Japanese urban color planning on the optimization strategy of urban color planning in China is put forward in terms of the expression,decision-making and implementation of planning documents.
