The Research And Practice On Innovation System Of Life Cycle Supervision For The Engineering Construction Project Of PPP Pattern

In the current supervision system of engineering construction project,supervision units focus on the construction stage,but the government's participation in project investmen for the PPP mode,the society pay more attention to project for social benefits,investment benefits and quality benefits,The current supervision subjects focus on the construction stage and supervision mode for "three monitoring,two supervision and one coordination" supervision,which is far from enough,and the supervision work has some deficiencies in the early stage and the operation stage of the project,so it is necessary to study the life cycle theory of engineering construction project for PPP mode,this paper mainly studies from the following four aspects(1)First,it summarizes the current supervision system,and studies that the supervision should adopt broad sense in combination with PPP mode,it takes social supervision as the leading factor,internal supervision of enterprises as the core,supervision by government functional departments,government coordinated service and public participation for the multi-party management,it has used the corresponding organizational structure and has played a great role in the whole life cycle of the project(2)Secondly,the generalized supervision subject should always implement the supervision of the whole life cycle of the engineering construction project:the supervision of the planning stage,project establishment and PPP project identification is based on feasibility study,investment decision-making is based on investment evaluation report,the design stage is based on design outline and design construction drawings,the construction preparation and construction implementation stage is based on supervision rules and supervision planning,the operation stage is based on construction monitoring and long-term health observations for project,so as to ensure the supervision and management of the whole process(3)Then,the generalized supervision subject takes the goal of quality responsibility lifelong system as the criterion,the construction coordination and government coordinated service are echoed,the construction safety protection,soil and water conservation and environmental protection are interlinked,the contract management,Internet management,information management,construction organization management and progress control,quality control,investment control,construction monitoring and long-term health observation are in the form of keys.The supervision method of "one goal,two coordination,three prevention,four management and five control" implements the whole life cycle supervision process from the beginning to the end of engineering construction projects.The corresponding supervision methods will correspond to each other at different stages of the cycle.The supervision work will be carried out by the corresponding organizational system,control theory and target management theory,and through the goal relationship of different stages,we can achieve favorable compression and reduce unfavorable compression.The effect will be better on the quality,schedule,investment,environmental protection,soil-water conservation and construction safety and control objectives required in construction projects.(4)Finally,it is combined theory with practice and the application of the innovative supervision system of life cycle supervision for the PPP pattern of Zigui Yangtze River Highway Bridge,this paper summarizes the corresponding supervision experience and text data for achievements in the project,which will be of great significance to the similar construction projects in the future.
