Under the requirement of the progress of construction engineering quality supervision(CEQS), the CEQS theories home and abroad are analyzed, and the Life-Cycle model, thecontents and measures of CEQS are elaborated on with the help of some project cases in reality.On the basis of the concepts on CEQS and Life Cycle, a “3-cirle” model on ConstructionEngineering Life-Cycle Quality Supervision (CELCQS) is built up for the supervision agencies. Inaddition, a concept of construction engineering quality chain is put forward, and the reasons andprecaution measures of “the butterfly Effect” on the chain are explored. Furthermore, an in-depthstudy is made on the items of project quality supervision on the five phases of project qualitysupervision,----investigation decision phase, project preparation phase, implementation phase,completion approval phase and operation phase. The focused research is laid on the feasibility ofapplying math tools, such as histogram, control charts, Artificial Neural Network, and FuzzyEvaluation Method to the supervision on construction phase and operation phase of the project’sLife-Cycle. With the proof of the sample cases, the feasibility and applicability of CELCQS modelis testified.
