Research On Optimization Of Rural Road Construction Cost Management Based On Lean Six Sigma

On March 14,2011,the state issued the "Twelfth Five-Year Plan",with particular emphasis on accelerating the construction of a new socialist countryside.In 2015,the “13th Five-Year Plan” was promulgated,and it was clearly proposed to increase the input of central and provincial finance to poverty alleviation in rural areas and improve the basic service facilities in rural areas.In March 2018,the Central Committee issued the No.1 document “Village Revitalization Strategy”,which emphasized the need to accelerate the construction of a series of rural infrastructure such as rural roads.Because rural roads are the most important channel for rural communication and contact with the outside world,However,it is also a key way to improve rural infrastructure conditions,to help the country solve the "three rural issues",to build a new socialist countryside,and promote rural poverty alleviation.In recent years,the construction of rural roads in the country has become more and more common,and the coverage has become larger,but it has also been exposed some problems to be solved and improved.Among them,the funds in the construction process are not enough and the construction cost management level is not high,moreover the supervision is insufficient.The problem is more prominent.Improving the cost management level in the process of rural road construction,selecting a reasonable rural road construction cost management mode and management method,and effectively managing the construction cost of rural roads have become an urgent problem to be solved in the construction of rural roads.This paper mainly studies how to reasonably manage the cost of rural road construction.The premise of research is to learn relevant theoretical knowledge and management methods.First,in-depth study of Lean thinking and Six Sigma management methods,Lean ideas into the construction industry will evolve into lean construction ideas.Lean common management tools evaluate stream management,supply chain management,final planner management and on-site 5S management,etc.Six Sigma management tools mainly have organizational structure management,scorecard management,DMAIC process management.Then,it is important to learn the traditional rural road construction cost management process,namely forecasting,planning,control,accounting,analysis and assessment.Learning the composition of rural road construction costs mainly includes direct costs and indirect costs;in-depth study of common management methods for rural road construction costs,namely win value method,activity cost method,chromatography analysis method,etc.Next,it is proposed to apply the Lean Six Sigma management method to the rural road construction cost management,that is,to establish a lean six sigma-based rural road construction cost management framework.The management framework is divided into five stages,and pares are each with different management orientations.And it should use different management tools.In the definition phase,it is mainly to ask questions,prepare project plans,and use organizational structure management methods.In the measurement phase,the main work is data collection and impact factor evaluation.In the analysis phase,using value stream management methods and the value-added method are used for specific analysis.In the improvement stage,the supply chain cost management method,the on-site 5S management method and the loyalty card management method are used for improvement.In the control phase,the final planner system and the continuous improvement method are used to control and maintain the cost.Finally,this management framework is applied to the process of rural road construction cost management in province.The ultimate goal is to effectively control and manage the rural road construction cost,and provides a new theoretical method for the construction cost management of rural roads in China,and then it improves the rural areas in China.The construction of highways will promote the construction of new countryside and new countryside in China.
