Earthquake is one of the most major natural disasters in China.For the reasons of being difficult to defense and easy to cause secondary disasters and urban population density,the earthquake disaster does great harm to the city.Urban earthquake emergency shelter is a key infrastructure to reduce earthquake disaster losses and maintain urban public safety.Complete urban emergency shelter can help to organize evacuation rescue after disasters and reduce casualties.The construction of urban safety system continues to face arduous tasks.Green spaces,such as parks,hold more open spaces,more unobstructed roads,in addition,green plants can also form a natural barrier.Disaster prevention parks and other refuge places can help settle down the affected people after the disaster,which play an important role in stabilizing social order.These characteristics and advantages are also the most important reason for the construction of emergency shelters.This article takes the lifting transformation to a disaster prevention park of the Nanchang People’s Park as an example,aiming to evaluate and study the effectiveness of urban disaster prevention park.The evaluation index system was constructed from five aspects,including internal functional zoning,road traffic system,disaster prevention facilities,green landscape,and daily management,using fuzzy analytic hierarchy process(FAHP)to comprehensive evaluation.According to the analysis and evaluation result,the transformed urban disaster prevention park can effectively realize the transition from normal disaster to emergency shelter.It is pointed out that the transformation from the Nanchang People’s Park to a disaster prevention park will further improve the comprehensive disaster prevention mechanism of Nanchang,so as to improve the disaster prevention and reduction capacity of Nanchang,thereby to reduce disaster losses.
