China-ASEAN Energy Cooperation Research

The current world energy forms are undergoing profound changes,achieving stable energy supply and demand,low carbon,environmental protection and sustainability have become the focus of global attention.Energy cooperation has always been an important area between China and ASEAN."Promoting the'The Belt and Road'Energy Cooperation Vision and Action"clarifies that China will gradually participate in energy cooperation under the China-ASEAN framework.ASEAN has abundant energy resources reserves,especially new energy resources.The ASEAN Energy Cooperation Action Plan 2016-2025 proposes to achieve 23%of new energy in primary energy by 2025,making the member countries face huge investment and technical needs.China and ASEAN have strong complementarities in the field of energy cooperation,especially in the field of new energy cooperation.Carrying out energy cooperation under the above background and achieving effective energy development and full utilization will become the focus of research.On the basis of clarifying relevant concepts and theories,this paper analyzes the basis,cooperation history and current situation of China-ASEAN energy cooperation by combining quantitative and qualitative methods.The results show that the two sides have strong complementarity in the traditional energy and new energy fields.The basis of cooperation,the degree of cooperation between the two sides is increasing,and the scope of cooperation is increasing.From the perspective of opportunities and challenges,the energy cooperation index is constructed first,and the vector autoregressive model is used to measure the economic effect of energy cooperation.The results show that the energy cooperation has positive economic effects on both sides,indicating that the energy cooperation between the two sides has been boosted by the "maritime silk road" initiative,the huge potential of new energy cooperation,and the opportunities of geography and humanities;the evolutionary game model is used to explore the related factors of energy cooperation.The model conclusions show that energy cooperation is affected by cooperation costs,cooperation benefits and initial cooperation willingness.The impact of the cooperation mechanism,the fierce cooperation mechanism,the fierce competition in the region and the large cooperation cost of new energy are all challenges to China-ASEAN energy cooperation by increasing cooperation costs,reducing revenue or reducing initial cooperation willingness.Finally,based on the previous analysis,this paper proposes to improve the energy cooperation system and mechanism between China and ASEAN;make full use of the energy cooperation opportunities under the "The Belt and Road"initiative,continue to deepen complementary energy cooperation,and focus on cooperation in the field of new energy;Exchanges and cooperation in other fields such as politics and humanities.
