Research On Contract Management Information System Of Integrated Pipe Corridor PPP Project

With the construction of urban underground integrated pipeline corridor and the promotion of PPP financing mode,the application of PPP model in integrated management corridor project is increasing day by day,and its contract management is becoming more and more complex and onerous.In order to improve the contract performance rate of PPP project and ensure the realization of project cost,quality and investment goal,the development of contract management information system suitable for PPP project has become one of the effective ways of project contract management.Based on the analysis of the related theories and characteristics of the integrated management corridor project and PPP financing model,this paper establishes a contract management information system with the integrated management corridor PPP project company as the management center.The framework of the paper is as follows:First of all,this paper refers to and studies a large number of literature and materials related to the contract management of the integrated management corridor and PPP project,and analyzes the present situation and existing problems of the contract management of the integrated management corridor project under the PPP mode.According to the characteristics of PPP project contract management,the feasibility of PPP project contract management information system is analyzed.Secondly,the basic information module of PPP project contract management is divided scientifically and reasonably,which is mainly divided into six management modules: bidding management,contract signing management,contract examination and approval,contract execution management,contract archiving,management and maintenance management.This paper determines the goal and function of the contract management information system of the integrated pipeline PPP project,and analyzes the organizational structure,information flow,data flow and the data dictionary of the integrated pipeline PPP project combined with the PPP project of the integrated management gallery in a city.Finally,on this basis,the contract management information system of PPP project is preliminarily realized by using computer technology,and the dynamic management of all kinds of contracts in PPP project is realized,that is,contract drafting,signing and examination and approval.The standardization and intelligent management of the whole life cycle of execution and archiving,as well as the real-time monitoring and management of access protocol and operation and maintenance information in the process of integrated management corridor operation and maintenance.The final realization of this system mainly depends on database design and software structure design,which is limited by professional knowledge.The contract management information system of PPP project in this paper is relatively simple.In conclusion,through the establishment of the contract management information system,this paper provides a solution to the problems such as the large number of contracts,the complex transfer of the contract information,the weak supervision of the contract,the frequent claims of the contract change,the storage of the contract paper and the confusion of the data information,etc.The process of the contract management of the PPP project of the comprehensive pipe corridor is regulated,and the supervision of the project contract is strengthened.The system covers the whole life cycle of the contract or agreement of all the contracts or agreements of the PPP project of the comprehensive pipe corridor,so that the participants of the PPP project of the comprehensive pipe gallery realize the sharing of the contract information and comprehensively improve the PPP of the comprehensive pipe corridor.The contract management level of the project brings benefits and advantages to the contract management of the PPP project of the comprehensive pipe corridor,and provides a new thought for the contract management of the comprehensive pipe corridor PPP project.
