With the proposal and deepening of the “Belt and Road”,the government’s investment in foreign aid package projects has gradually increased,and more and more enterprises have participated in the project.In this context,the competition of enterprises is gradually intensified.In order to gain an advantage in competition,enterprises need to carry out a series of planning and management in project construction,improve the cost control ability of the project,and reduce the implementation cost of the project.Under the premise of ensuring the quality and progress of the project,improving the economic benefits of the project is related to the vital interests of each enterprise involved in the construction of foreign aid.It can be seen that the problem of cost management in the analysis project,through a series of scientific methods,cost control,is beneficial to the project and the enterprise.Through a large amount of literature reading,this paper selects the EVM earned value method from a large number of cost control methods to carry out cost control and research on foreign aid projects.In order to prove the feasibility of the method,this paper starts with the theory and analyzes the cost management problem of China-aided Boreholes Drilling Project in Ghana.It also establishes a set of cost management system based on the EVM earned value method.The management system is used in specific project cost control,which can accurately identify the process of producing unfavorable deviations,and take corresponding corrective measures for the work.The final project has achieved good economic benefits.This demonstrates that it is feasible and effective to control the cost of the project based on the EVM earned value method.The cost control system studied in this paper can also be applied to other foreign aid construction projects.Finally,some shortcomings of this method are also proposed,in the hope that the method can be gradually improved in the future.
