With the acceleration of urbanization, urban waterlogging and water shortage are becoming more and more serious in China, especially in cities with more mountainous areas. In order to reduce the flood hazards caused by heavy rains in mountainous cities, this study intends to discuss the application of water balance method and active submergence analysis method in the design of rain-flood storage parks and the application of active submergence analysis method and AHP-fuzzy comprehensive evaluation method in the evaluation of rain-flood storage parks from the perspective of landscape architecture and the combination of engineering measures and non-engineering measures.Use.Flood regulation and sediment tank and rainwater regulation tank belong to the traditional rainwater regulation project.Their functions are relatively single. After upgrading and optimization,a rainwater regulation and storage park is designed, which can effectively control floods.Based on the study of the Rainfall Storage Park in Tainan and Kaohsiung of the United States,Japan and Taiwan of China, this paper analyses its construction situation, comprehensive planning, drainage storage mechanism, construction method and operation maintenance, and the ecological, social and economic benefits it brings, and puts forward the necessity and feasibility of building Rainfall Storage Park in the mainland of China.?Water balance method and active submergence analysis method are non-engineering measures for urban rainwater and flood management. When rainstorm occurs, flood can not be released in time. The above methods can be used to analyze the spatial distribution of flood submergence,so as to guide flood control and drainage planning and site planning and design,so as to prevent the flood peak occurring too early in downstream areas due to excessive runoff. This paper mainly studies the Dagouxi Rainfall Storage Park in Taipei City,Taiwan,China.Through water balance method and active submergence analysis method, the spatial distribution of flood submergence and the required amount of flood storage are calculated and analyzed, and the key contents of the design of the Rainfall Storage Park are discussed in depth.Based on this, the scheme design is carried out,and the active submergence analysis method and AHP-fuzzy comprehensive evaluation are carried out.Value method is used to evaluate the storage benefit and landscape effect of Dagouxi Rainfall Storage Park after design. The evaluation shows that the main functions of the designed Dagouxi Rainfall Storage Park are flood storage, flood peak discharge reduction, flood shock reduction and sediment deposition reduction, which can effectively prevent and mitigate floods and disasters. In addition, the overall evaluation of the landscape effect of Dagouxi Rainfall and Flood Regulation Park is 4.17 points. The overall situation is good.It can not only beautify the urban ecological environment, but also provide leisure for citizens. However, there is still room for further improvement and improvement. The author carries out research activities through a variety of research and evaluation methods, realizes qualitative and quantitative comprehensive analysis by using mathematical calculation and software system aided design, and creatively puts forward the non-engineering measures of urban rainflood management-water balance method and predestined submergence analysis method, which are related to urban rainflood management engineering measures-rainflood regulation and storage park. The theory of design is expected to provide reference for the construction of sponge cities in China.
