In recent years, the continuous increase of traffic pressure has made major cities in China choose to develop the subway as the main public transportation, and metro construction projects have been gradually rising. However, due to the long construction period and complicated technology, there were many factors affecting the construction cost of the metro. The cost overrun problem of the metro construction was more serious, but the related theoretical research were limited. This paper uses the literature review, questionnaire survey, case analysis, and comparative analysis methods are used to achieve the following research objectives:(1)Analyze of the current situation of cost overrun of metro project construction costs in China;(2)Identify of critical influencing factors of metro project construction cost overrun;(3)Exploring the main countermeasures for the cost overrun of the metro construction cost;(4)Propose a Construction Cost Management Integration Framework of Metro Project(CCMIFMP)based on the perspective of“different participants”.The paper included five chapters. The first chapter is the introduction. It introduced the research background and research status. Then the purpose, content, research methods and the technical roadmap of this paper are clarified and proposed. The second chapter is about the theory of metro construction cost.It introduce the characteristics of metro construction and the construction cost of metro.Through literature review,it identifies the influencing factors of subway project construction cost overrun and the countermeasures. The third chapter is the questionnaire survey and statistical analysis of the cost overrun and the countermeasures for the construction of metro projects in China. The reliability analysis and descriptive analysis of the collected questionnaire data are calculated by SPSS software, then the main research conclusions of this paper are demonstrated. The fourth chapter built a CCMIFMP based on multi-case analysis. The fifth chapter is the conclusion and outlook. The conclusions, the limitation and the future research direction are proposed.A total of 129 questionnaires are collected in this survey, and 94 of it are valid questionnaires, hence the effective ratio was 72.87%.Combined with the results of literature review, questionnaire survey and multi-case analysis, the main conclusions are:(1)The overrun rate of metro project in China construction cost is about 10%.(2)Market price(3.66),construction period delay(3.53),none-optimization design(3.43),engineering change(3.35),and design change(3.29)are the critical influencing factors for the overrunof construction cost of metro projects in China.(3)The main countermeasures for the cost overrun of metro projects construction in China are: optimization design(3.94),selection of high-efficiency construction plan(3.80),optimization of construction organization design(3.69),understanding of market price fluctuations(3.59),and reduction design change(3.49).(4)Based on the above results,a CCMIFMP based on “different participants” is summarized. This paper systematically analyzes the cost overrun of metro projects construction and the main countermeasures for it.The research results show that it is valuable for researchers and practitioners of metro project cost management in China. However, since this questionnaire survey is conducted for the metro construction professionals in Jiangsu Province, the research results of this paper do not necessarily represent the current situation of the cost overrun of the metro project construction in China, even though the selection of national samples was considered, which also gives the important future research direction of the theme in present study.
