In the process of transformation from "Rural China" to "Urban China".The abundant construction practice of rural concentrated communities in various places of China has promoted the drastic reorganization of rural space.The construction of rural concentrated community is embedded in the localized social governance scene under the specific time-space background.It has the characteristics of regionality and diversity.The essence of its construction is the transfer and transaction of the development right of rural construction land.Therefore,based on the abundant construction practice in Suzhou,this paper takes the construction of rural concentrated community as the core topic,and constructs the analytical framework of "land development right transfer and transaction—land capitalization—rural concentrated community construction" based on the transaction of land development right.It also analyses the operation mechanism of the current two typical construction modes of rural concentrated community in Suzhou,namely "village self-led" and "local government-led ".Comparing and summarizing the similarities and differences between the two modes,and putting forward strategies aiming at the existing problems,in order to provide reference for the future improvement of rural concentrated community construction practice.Firstly,based on the review and commentary of related literature in domestic and abroad,the research problems to be solved in this paper are put forward.Based on the logical relationship among land development right,land capitalization and rural concentrated community construction,the analytical framework of "land development right transfer and transaction—land capitalization—rural concentrated community construction" is constructed.From the perspective of land development right transfer and transaction approach,this paper makes a holistic analysis of the types of rural concentrated community construction and its operation mechanism in different periods.Secondly,the operation mechanism of land development right in two typical types of rural concentrated community construction is analyzed with case studies.In the village community dominant mode,take Yonglian village in Zhangjiagang as an example,and in the government dominant mode,take Donglin village in Taicang as an example.Based on the narrative mode of "cost-benefit",this paper investigates the realization and distribution of land increment and income.The following conclusions are drawn:(1)Behind the construction of Yonglian Town under the leadership of village collective community,the land development rights have been transferred internally,and the land increment and income has been monopolized internally by village collective community.(2)Behind the construction of Donglin Jiayuan under the leadership of the government,land development rights are traded between urban and rural areas,and land increment and income is shared by multiple subjects.(3)In the two construction modes,farmers are passive transferors of land development rights.Although they have achieved the value-added of their own assets,their interests are still damaged.Finally,a comprehensive evaluation of the two modes reveals that there are paradoxes between “space disorder” and “base aphasia” in the two construction modes.In this regard,try to propose three solution strategies:(1)Building a platform to improve the efficiency of the transfer of land development rights;(2)Respect the peasant's main status and protect the peasants' rights and interests;(3)Cross-village independent alliance,taking both development efficiency and grassroots interests into account.
