Based on the number of construction projects in Beijing has increased year by year,its widely range of distribution,and its severely degree of soil disturbance.The situation of construction projects enforce traditional means of supervision and management for soil and water conservation,which exists drawback to tardy monitoring cycles and low accuracy results,to innovate technical support for supervision and management.Satellite remote sensing technology has irreplacable advantage for getting a wide range of surface information swiftly,it opens up a new way to monitor the situation of the soil and water conservation for development and construction projects.The research used high resolution remote sensing images to location monitor the situation of construction projects how to implement water impact assessment report which had been approved.Via recognized remote sensing images interpretation,forming a set of high frequency,effective scientific means to monitor the range of responsebility for construction project soil erosion control.On the outcome,we experimentally extracted soil and water conservation measures setting in construction projects from Huairou District of Beijing,evaluation suitability of remote sensing extraction for various kinds of soil and water conservation measures,conversion extraction results to calculate the target of control effectiveness,providing additional reference data source for soil and water conservation acceptance check.This research collected a total of five high resolution remote sensing images which covering throughout the territory of Beijing 16,400 square kilometers based on GF-2,After operating retreatment original images information,then we made remote sensing monitoring operations base map.Slash regulatory body workload which from tedious field investigation mode.We operated 252 construction projects which had been approved by Beijing's water authority administrative department in 2015,the range of responsebility for soil erosion control on space digitization,overlay analysis with 1029 newly increased land disturbance regions which area more than 600 square meters and identified by man-machine interpretation.We could obtain construction status type,and the constructions which surface disturbance is beyond and disjoint approval planning requirements,moreover which break ground before be approved,from the compared results.The rate of municipal projects which has been monitored the range of responsebility validly reachs 91.3%,the rate of suspected violation from already started 106 municipal projects reachs 11.3%;newly increased land disturbance regions' construction units have submitted 410 water impact assessment reports to city and district-level relevant departments.This results urge construction units to declare their water impact assessment and practice regularization construction,and also slash regulatory body workload which from tedious field investigation mode.In addtion,We extracted 14 kinds of implemented soil and water conservation measures from 10 categories of 100 construction projects in Huairou District of Beijing.We totally extracted the acreage of measures related to soil and water conservation reach 659.94 hectares.We progressed this research to find what degree could be extracted in plant,engineering,temporary and main project measures related to soil and water.We evaluated on technical requirements and feasibility analysis of drawing soil and water conservation measures,we discussed what range of pixels which reflect a measure with soil and water conservation characteristic could be distinguished by visual interpretation.Then,we reckoned what preventive efficiency could be brought by the measures which could be extracted obviously.Finally,we set up a efficient and accurate system which monitors the range of responsebility for soil erosion control,to avoid the danger of soil and water loss,which may cause by construction projects.We formed a objective and detailed mode which extracted soil and water conservation measures by remote sensing image,to evaluate soil and water conservation measures can generate what benefit for control target.These technologies combine those two research results for assisting soil and water conservation supervision and management by remote sensing technique.
