Since the implementation of the"Thirteenth Five-Year Plan"and the”One Road,One Belt"policy,because of China's rapid economic growth,highway construction develop rapidly,especially in the western region of China,the mileage of highway construction is increasing,and the construction speed is getting faster and faster.As an important hub for communication between China and Southeast Asia region,Yunnan Province plays an important role in communuication.While the quantity of highway construction projects in Yunnan Province increases,there are also some unhealthy social phenomena.For example,the quantity of supervisors is small,the professional quality of supervisors is low,the training f'orce is small,and the supervision talents brain drain frequently.CD highway is an important construction project.The investment is large,the mileage involved is long,the quantity of participating organizations is high,and the staffing requirements are high during the implementation of the project.The supervisors act as participants in the whole project and play an important role in the project implementation process.Supervision industry as a service industry for the owners to provide consulting services,integrating intelligence-intensive and service-oriented,compared with construction enterprises,pay more attention to the allocation of project human resource.The quality of supervision staff could affect directly whether the entire supervision work task can be carried out smoothly.At the same time,the quantity of supervisors configured,and the quality is also the key f-actor affecting the operating costs of the supervisory enterprises.Firstly,this paper expounds the research background,research significance and research conclusions of domestic and foreign countries related to the management of various engineering project managers,and summarizes the main research objects of the article according to the research methods and technical routes that the author intends to use.With direction.Summarize three related theories about human resource allocation in project management.Secondly,analyze the configuration of CD highway project supervisors,including the analysis of supervisors'needs,estimate the quantity of supervisors required,the quantity of supervisors required in the bidding documents,the estimated supervisors required at each stage,and the supervisors from the perspective of the supervisory company.The feasibility analysis describes the actual supervision personnel configuration plan of the CD highway project site.Again,an in-depth analysis of the status and existing problems of the deployment of supervisors during the implementation was carried out in CD highway project.Through various studies and data,it was revealed that there was a large gap in the supervision talents in the project.and the supervisors were less charged and the supervisors flowed.Frequent and external introduction of less supervision talents,less training,and low degree of specialization.Finally,combined with the actual situation of the CD highway project construction project and the construction environment of Yunnan Province,the strategic solution is discussed at different levels.And the safeguards measure is incidental.
