| As the living standards of the people improve day by day,after solving the basic problem of food and clothing,more and more people begin to go out of their homes and travel all over the country,among which a large proportion of travellers choose to travel by themselves.Because of the limited travel time,the vast majority of travelers will choose to pass through the highway,especially during the long holiday,the highway overcrowded throughout the country,highway toll stations are even more congested.On the basis of the free traffic system already implemented in some provinces and cities,the relevant functional departments of the state have effectively solved the current situation of overcrowded highways during major holidays and reduced the cost of mass travel in the light of the free traffic system already implemented in some provinces and cities.In order to stimulate domestic demand and promote good and fast sustained economic development,in July 2012,introduced the "Major Holiday free mini-bus tolls implementation plan".Although the implementation of the freeway free passage policy on major holidays has saved a lot of travel costs for the public,stimulated domestic demand and promoted the development of the economy,it has also caused a sharp increase in the traffic volume of the expressway during the same period.Causing more road congestion,which runs counter to the expected effects of the free policy,and more accidents on congested highways,which pose a great threat to the lives and property safety of the general public.This paradoxical problem needs to be studied and combined with practice to formulate scientific and reasonable feasible countermeasures.This thesis synthetically uses the literature research method and the case analysis method,takes the Y expressway C section as an example,uses the public goods theory,the common land tragedy theory and the public service theory,Starting from the background and expected effect of the implementation scheme of toll exemption for minibuses on major holidays,this paper expounds the operation of section C of the Y Expressway during the free period.The comprehensive analysis of the free policy itself is mainly manifested in two aspects: the single free policy orientation and the excessive concentration of the free time period.At the same time,it also analyzes the road itself problems that exist objectively behind the congestion.The management problems such as the lack of guidance of road traffic flow and the lack of rapid evacuation of traffic accidents are analyzed in detail on this basis.The causes of the above problems.Combined with the author’s daily work practice,this paper puts forward the countermeasures of optimizing the free policy: first,to increase the benefit of the free policy,to guide the public to choose public transport;second,to give out the annual fixed quota free coupons free of charge during the period of change of concentration.It is proposed to improve the ability of comprehensive governance across departments,absorb social forces and new media actively,regulate driving behavior and advocate civilized travel in three major aspects to carry out corresponding congestion management.This paper innovatively starts with the optimization of free policy and the management of congestion at the same time,hoping to provide the necessary reference for the expressway management department to organize and manage the expressway during holidays,and strive to improve the integrated management service of the highway Service level,for public holidays travel to provide a safe,smooth driving environment. |
