Cost Control Of Hangzhou Xiasha Greenway Based On Value Engineering

Greenway not only improves the city style and investment environment,but also contributes to the sustainable development of the city.However,the lack of local government construction funds has become a constraining factor of Greenway landscape construction,so how to reduce the cost of Greenway Construction has become a problem of concern.Thesis explores the problems and Countermeasures of cost control in the design stage of Greenway project,and uses value engineering to improve the design scheme in Hangzhou Xiasha Greenway Landscape Promotion Project,removing unnecessary costs and excess functions,so as to achieve the goal of cost saving.By consulting literature and consulting experts,thesis selected 23 evaluation indicators of Greenway landscape.Thirteen main indicators have been unanimously recognized by experts by combining the fuzzy Delphi method.There are many sub-projects of Greenway project.When using value engineering,the greening project,paving project and other sub-projects are mainly analyzed.Through analysis,we can find the parts that need to be improved,and take corresponding cost control measures to make their functions and costs more matched.According to the greenway landscape function evaluation system,the overall value of the new and old schemes was evaluated by expert scoring method.The results show that the implementation of value engineering improves the value of Greenway project and reduces the cost of Greenway project.In thesis,the value engineering has been successfully applied in Hangzhou Xiasha Greenway project,which reduces the cost of the project and achieves the goal of cost control on the premise of keeping the function of the project basically unchanged.At the same time,it proves the feasibility of the application of value engineering in greenway landscape projects,and provides a reference for other similar government projects to carry out value engineering activities.
