Environmental Assessment And Economic Analysis Of Guiyang-Weng'an Expressway Construction

The environment of expressway in Western China is significantly different from other areas.Complex geological conditions,fragile ecological environment and backward regional economy all affect the construction of expressway.This paper relies on Guiyang-Weng'an expressway to carry out environmental evaluation and financial and economic analysis,exploring the environmental evaluation system of the western high speed project in a complicated environment and economic evaluation,financial analysis and high investment rates and other issues.First,this paper summarizes the important conclusions and achievements of expressway environmental assessment and financial evaluation both at home and abroad.Also,this paper summarizes the research status and existing problems both at home and abroad.Then,this paper expounds the basic situation and construction conditions of Guiyang-Weng'an expressway,comprehends the natural and social environment along the high speed line,forecasts the economy and provides information for subsequent environmental analysis and financial analysis.Also,it analyzes three types of natural environment,social environment and environmental system in environmental assessment.It defines the principles of environmental assessment and establishes an environmental evaluation index system.Through the establishment of the environmental evaluation index system,the method of determining the importance coefficient is perfected.Rely on the Guiyang-Weng'an expressway,the environmental analysis is carried out.The analysis results show that the evaluation level of Guiyang-Weng'an expressway construction on the environmental impact is "general",indicating that the impact of the high speed construction on the environment is moderate.Third,by calculating the cost adjustment and benefit of the Guiyang-Weng'an expressway,the net present value of the national economic evaluation of Guiyang-Weng'an expressway is502404 yuan,and the net present value is greater than zero,which indicates that the total profit of the project is greater than the total cost during the evaluation period.The ratio of benefit and cost is 1.575,and the result is more than 1.It shows that the profitability of the project is more than the input of the project,and the project is feasible.The internal yield of the project is 13.34%.The investment recovery period is14.7 years.Then,this paper analyzes the factors that affect the determination of the tollstandard of expressway,and forecasts the traffic volume of high speed.Also understands the amount of traffic charged during the operation period.According to the relevant regulations of highway toll in Guizhou Province,the charging standard of Guiyang-Weng'an expressway has been determined,and the combination of growth rates and adjustment years of different toll standards has been calculated.The results show that the annual growth rate of 3% and the adjusted period of 10 years are suitable for the high speed of the urn.At last,in this paper,through the analysis,before financing financing analysis and sensitivity analysis of the urns speed of the high-speed project finance,the 30 year operation period,in the domestic loan financing scheme25% capital,75%,both urns speed before and after tax capital has certain profitability.The analysis of the capacity of the project shows that all the loans can be paid off at the19.80 year of the operating period(after tax).This paper analyzes two aspects of the urns speed of environment and economy based on the urns speed environment evaluation system,determine and adjust the charging standard and economic evaluation and financial analysis,analysis on the improvement of highway environment evaluation index and method as well as the Western expressway fees and financial economic theory has laid a foundation.
