Implications Of French Characteristic Towns Industrial Development To Chinese Town Constructions

The concept of the Characteristic town was established in 2014 and the development of these towns throughout China has become widespread.At present,the construction effect of the Characteristic towns has gradually appeared,and it cannot be ignored that there are some problems that need to be solved.Critical opinion was received from different researchers.Such as the characteristic town concept and policy is difficult to make local officials understand correctly,the characteristic town are promoted from top to bottom,land indicators and land sector contradiction cannot operate with land,local officials in pursuing the cash target promote the characteristic town,the lack of local economic development level,some Characteristic towns evolved into a real estate enclosure rather than an industry developed platform.This paper analyzes the development process of two French towns with characteristic industries:Toulouse and Grasse.These two cases are also applied as learning examples for Chinese characteristic town promotion.Industrial policies,industry development model,role of government,cooperation between government,business and community were analyzed.At the same time analyzed the current situation in Peitian(Fujian,China)characteristic town and problems with policies.Research methods is through extensive literature review and interview with related actors we compared Toulouse,Grasse and Peitian development paths and models.The results show that Characteristic towns are supposed to develop naturally from market competition,rather than policy design or mandatory investment strategies.Top-down organization mechanism and no respect for market-oriented development of industry cause construction problems,waste of resources and does not elevate the economic level of town.Sustainable development of characteristic town is a long-term process and it is based on complex of factors and requires preliminary research,overall thinking and system design before stating the construction.This study emphasizes that related policies need to be adjusted.Central government and local authorities need to take into account the economic and urbanization levels of area,focus on industrial base,reconsider more in-depth strategies and industrial policies,focus on local resources and characteristics.Proposed by Central Government concept,policies,connotation should be clearer and in order to be effective and understandable for local authorities and enterprises.
