Based On The Generative Mechanism Of Planned And Coordinative Construction Project Scheme

As the only sub-provincial city among the national "coordination of multiple plannings" reform pilot cities,Xiamen has made the reform an important handgrip to accelerate the transformation of government functions and to improve the governance system and capacity of the city in recent years.The city has been focusing on the establishment of spatial governance system,and propelling the examination and approval system reform in terms of the innovation of pattern、the optimization of service and the improvement of efficiency.The practice of the examination and approval system reform has been incorporated into《the guidance for the implementation of the pilot work of the examination and approval system reform on engineering construction projects by the General Office of the State Council》(published by the General Office of the State Council[2018]No.33)and promoted nationwide.Among them,the generative mechanism of construction projects based on coordinative planning is a crucial part of the inheritance and implementation of planning and the acceleration of the examination and approval system.On the basis of the improvement of spacial governance system,the reform has made research on the consecutive improvement of the generative mechanism of projects from ideal blueprint to the implementation after landing,with the promotion of the landing of engineering projects and the development of self-contained cities as its principal axis.This article combs in detail the existing problems during the process of the planning、generation、examination、approval and management of the projects.By searching for information、investigating relevant departments、compiling the planning and concluding previous experience,reasons for specific problems are analyzed and the work foundation for the generative mechanism of implementing engineering projects in Xiamen is established.After concluding the generative mechanism of engineering projects,we finally extract the compiling principle、planning methods、warehouse management regulations and planning generative process of the immediate construction plan and the annual spacial implementation plan.The step-by-step sequential "strategic plan—five-year plan—annual plan" implementation system is constructed,the five-year plan is compiled following the strategic plan,and then go further to the annual spacial implementation plan.By implementing constructive purposes and project arrangements from five-year and annual level,we build up a connecting link between the preceding and the following and accomplish the comprehensive development in coordination,prompting the planning and generation of projects.During the compiling of the five-year and annual plan,responsible departments in city as well as district initiatively plan the projects on the technical foundation of "one blueprint" and the collaboration platform of "coordination of multiple plannings" in Xiamen,forming the project warehouse and circularly updating the request of projects,in order to solve the problem of project landing and develop a collaborative decision-making generative pattern of projects which establishes a tangible basis for the acceleration of following examination and approval.The generative mechanism of construction project planning based on coordinative planning help the Xiamen government find the handgrip from planning compiling to project completion,strengthening the control and management of construction projects in urban and rural areas.The improvement from disorder to controllability is of great significance to the guidance of urban development、promotion of project landing and improvement of competitiveness of the city.However,there still exists a great gap to the request of "one blueprint from the beginning to the end",as current project generative mechanism belongs to innovative attempt and the annual implementation plan is a new kind of planning,both of which wait for further improvements.For this reason,after concluding and analyzing,we offer some proposals for the next step of work in the end of the article.By further polishing the generative mechanism of project planning,we hope to strike it into the golden key to the high quality development of urban and rural environment.
