In recent years,with the implementation of the "Going Out" strategy and the proposal and deepening of General Secretary Xi Jinping's "One Belt,One Road”initiative,bilateral cooperation between China and African countries,especially the cooperation between China and African countries in infrastructure and capacity has opened up leaps and bounds In a new chapter.China's aid to build African railways has set off a new upsurge in railway infrastructure construction in African countries.At the same time,China's domestic railways are developing rapidly,the road network is getting closer to perfection,and the mature technology and quality of domestic railways are gradually being promoted to African countries through the form of aid construction.As a pioneer of "Going Out" and a practitioner of the "Belt and Road"initiative,Chinese international engineering companies continue to expand the railway infrastructure of Africa.The achievements of China-Africa cooperation have benefited the African people.China and Africa have mutually beneficial and win-win results and have demonstrated China's great country style.Due to the harsh natural environment and historical development constraints,most countries in Africa are still in an economically underdeveloped stage.The political environment of the change of domestic power in some African countries and the chaos caused by frequent wars,there is a greater risk in infrastructure construction.Therefore,the construction of railway projects in Africa is difficult.The management level of railway project engineering is only in the initial stage,and there is no complete and mature experience in railway engineering management.The railway project has large capital investment,large regional span,complex construction environment,high technical requirements,long construction period,labor expenditure,large resource supply demand,many uncertain factors in the construction process and complicated relationship between them.Therefore,we urgently need to explore the typical project cases that Chinese international engineering companies have in the process of African railway engineering projects,and explore the project management experience that can be used for reference.As an important part of the Yaji Railway(Ethiopia to Djibouti Railway),the Djibouti Railway Project is the first full-process Chain railway project in China that integrates design standards,technology,investment and financing,equipment materials,construction supervision,operation and management.The project is completely "Chinese",using a full set of Chinese design,Chinese standards,Chinese equipment,and Chinese operation services.This marks the fact that Chinese companies participate in the construction of overseas railway projects and apply"China Construction" to become a reality,a milestone.This article takes the Djibouti Railway Project as an example,and studies the project management content of the Chinese international engineering enterprise in the African railway project from the perspective of the general contractor.Through combing the main problems of cost,schedule,quality,safety and other management problems in the management process of railway engineering projects,the relevant experience of China International Engineering Enterprise African Railway Engineering Project Management is drawn from six dimensions:At the design management level,it is possible to adopt a model of setting up a design team,forming an expert group,and designing subcontract management and control At the quality management level,it is necessary to pay attention to the collection of information and improve the quality management system of the project.At the level of safety culture construction,it is necessary to establish a safe production safety concept.At the focalized management level,it is necessary to strengthen the management of local emplbyees while properly hiring local workers and strengthen the vocational training of local employees.At the level of talent management it is necessary to set up a talent pool,reserve small language talents,and strengthen the construction of overseas talent teams.On the occasion of the fifth anniversary of the "Belt and Road" initiative,this article is extremely and practically important for the future participation of Chinese international engineering enterprises in railway infrastructure assistance to other countries,and even for assistance to other railway projects along the "Belt and Road".
