Research On Government Regulation About The Personal Information Security Of The App-based Ride-hailing Operation Service

Since the emergence of app-based ride-hailing operation service(" ride-hailing service "),it has been in dispute,which has effectively alleviated the imbalance of urban traffic supply.The limitation of traditional taxi in space and time is solved.It has improved the service quality problem and so on,and won the support of the public.However,there are many problems need to be solved in the aspects of legitimacy,passenger safety and impact on traditional taxi.After the issued of ride-hailing regulations in various regions,the government's regulation of the ride-hailing service has gradually entered the track.However,the problem of personal information security is getting more and more attention.Unlike traditional taxi,ride-hailing service is under the background of Sharing economy,based on the "Internet +",big data,and other advanced technology development of emerging industries,people enjoy new technology brings convenient at the same time,also faces the gradually "out of control" state of personal information.Personal information about the threat of infringement,not only is a personal privacy chaos in the job and personal life,and may be expanded to the whole social stability,and even bring a serious threat to national political security.The ride-hailing platform focuses on a lot of information about users(passengers and drivers),and if the government does not regulate the security of personal information,there will be serious consequences.Of course,the government will encounter many difficulties in regulation.How to break through these difficulties to achieve the best regulatory effect will also be a problem that the government must face.This article is based on the current situation and problems,describing the current personal information security of the ride-hailing service.The method of "three circle" theory analysis was carried out on the necessity and feasibility of government regulation about the ride-hailing service,thereby the current regulatory dilemma faced by the proposed approach.In this paper,the author tries to take the personal information security supervision of the ride-hailing service as the foothold,and discusses how the government can provide new ideas for the supervision of personal information security in the face of the new Internet business mode.
