Civil air defense project is an important urban emergency support facilities,Its mission is providing security for the normal operation of the city and the life safety of the residents during the war.In the case that today's high-tech war turns to air strikes and its combat efforts turn to enhance,the civil air defense projects is an important project in wartime disaster prevention and mitigation,and it is the focus of the field of research in the new era.At present,there is still a lack of a sound layout method about how to make scientific and reasonable layout in the layout of civil air defense projects,in order to improve the safety performance of the city civil air defense and ensure the economic nature of the layout of the civil air defense project.The traditional layout method of city air defense projects lacks of science.The location set covering and the maximal covering model layout planning method also have some drawbacks.But using geographic information system(GIS)and generalized maximal covering model in solving the optimization of spatial layout is perfect.Based on this point of view,combined with geographic information system model and related theories,studied on layout planning of civil air defense projects.To explore a new way of ideas and methods to make the urban air defense project space layout more scientific and reasonable and can practice planning.In order to determine the coverage of civil air defense engineering sub region in the generalized maximal covering model,the causes of the attack,the process of disaster reduction,disaster relief process analysis and the spread of the disaster caused by air strikes were analyzed.This paper established urban air raid disaster risk assessment system.Using analytic hierarchy process and cluster analysis evaluated the sub area of civil air defense,which provides a scientific basis for the coverage degree of the generalized maximum coverage model.Finally,a case study is carried out in this paper.Space layout planning of civil air defense project based on generalized maximum coverage model in GIS platform.It is concluded that the optimal layout scheme of urban civil air defense project provided a reliable basis for decision makers.Promotion of research results,this method can be used to obtain a more scientific and reasonable space layout plan in a similar way,in order to find the best location of the service facilities in the city.
