Research On The Risk Management Of The CC Road Civil Air Defense Project In Kunming Under The PPP Mode

According to the requirements of the national development plan,to ensure that China's urbanization level will reach more than 70 % by 2050,at least 800 billion yuan of funds will be provided for municipal infrastructure construction every year to achieve the above goal.Such a huge funding gap is usually difficult to achieve by relying on the government alone.In fact,for a long time,we have been faced with the contradiction and embarrassment of huge funding gap for public infrastructure construction and a large amount of social capital idle.Therefore,the market mechanism will be applied to PPP projects,such as civil air defense projects and municipal sewage projects,so as to realize diversification of investment subjects,relieve the pressure of government funds,solve the funding gap and speed up infrastructure construction.However,with the continuous progress of PPP projects,there are still many problems to be solved at present,such as long operating cycle,huge fund demand,facing huge wind direction and unable to attract social capital investors to participate in the construction of PPP projects.Therefore,it is of great theoretical and practical significance for the development of PPP projects to do a good job in identifying and evaluating the risks of PPP projects and providing references for social capital.In view of this,this paper first analyzes the research background,significance and current research situation at home and abroad,then analyzes the concept,basic structure and operation process of PPP mode,and expounds the basic theory of PPP project risk evaluation to lay a theoretical foundation for the research,then analyzes the risk identification of civil air defense projects,summarizes the overall idea of project risk identification,including the risks in the project decision-making stage,preparation stage,implementation stage and marketing stage,and takes the civil air defense reconstruction project of Kunming CC Road as a case study object,combining with the contents of chapter 3,analyzes the government risk characteristics of civil air defense reconstruction project of Kunming CC Road,and then in this chapter The empirical study shows that the overall risk of CC civil air defense project is low from the results of the overall risk evaluation,indicating that in the construction of PPP mode of CC civil air defense project,the comprehensive impact of risks in each link and stage on the whole project is relatively low,and the uncertainty of risks in each aspect on the whole project is relatively small.Finally,according to the actual situation of civil air defense projects in Kunming CC Road,the risk management countermeasures of civil air defense projects in Kunming CC Road under PPP mode are put forward from the aspects of risk sharing,control,transfer,avoidance and other matters needing attention,aiming at the contract risk ranked first and political risk ranked last in risk evaluation,so as to provide reference for risk management of civil air defense projects in Kunming CC Road and even risk management of all PPP projects.
