Study On The Maturity Assessment Of Network Ticketing System For Highway Passenger Transportation In Hubei

In recent years,several provinces have started the construction of The Network Ticketing System of Highway Passenger Transportation,In order to integrate the basic and dynamic information of passenger transportation effectively,make the ticket resources opening and sharing,increase the way of ticket booking,enhance the service level of highway transportion,by making use of the Internet.The Network Ticketing System of Highway Passenger Transportation is an important component of the informatization construction of highway passenger transportion in Hubei,The construction and operation of the system will make a new step for the informatization construction of highway passenger transportation in Hubei province,It would make the passenger transport system in Hubei more efficient and standardized.Although the system has achieved initial success,and gradually into the market operation currently,It still has problems in infrastructure construction,operation management,application services,etc.It is necessary to focus on how to ensure the healthy and rapid development of the system.A lot of researches have done on the construction and promotion of the highway passenger transport network ticketing system,However,it has never been carried out from the perspective of system evolution path and product life cycle.Different from other research methods about strategy and tactics,Maturity theory provides targeted basis for promoting the development of things step by step,By identifying the development framework,dividing the development level and extracting the key process areas.It has become a common tool in evaluation of the ability or optimization potential of individuals,organizations,and systems in certain aspects.It has been widely used in many fields,such as software engineering,project management,knowledge management,supply chain management,quality management,etc.By building the system development maturity model,identifying the system development stage,and proposing the corresponding development strategy,We apply the theory of maturity,to provide a theoretical reference for the healthy and rapid development of Hubei highway passenger transportation network ticketing system.First of all,this paper analyzes the characteristics,development trend and cycle of Hubei Highway Passenger Transportation Network Ticketing System from four aspects: function composition,development orientation,development path and development influence factors.By combining the core and connotation of maturity theory with the research object of this paper,This paper puts forward the concept and connotation of the maturity of Hubei Highway Passenger Transportation Network Ticketing System.Based on the purpose of maturity evaluation and the common models and methods,the development model of the highway passengers network ticketing system with five levels of development is established.Then,through the analysis of the development stage,the product life cycle and the maturity of the Highway Passenger Transportation Network Ticketing System,This paper puts forward the idea of constructing the evaluation index system from the aspects of construction and promotion,service and application,operation and maintenance and management.And through literature reviewing and expert consultation,we constructed the maturity evaluation index system with three levels and 22 indicators.After comparing and analyzing the general methods and the general architecture of the Maturity Model,The maturity model which embodies the characteristics of different development stages of the platform is established based on the Analytic Network Process and D-S Evidence Theory.Finally,on the basis of the questionnaire survey,this paper completed the evaluation of the Maturity of the Highway Passenger Transportation Network Ticketing System of Hubei.According to the evaluation results of “growth level”,This paper puts forward the key strategy to improve the system development maturity from five aspects: speeding up the construction of the system,strengthen propaganda,strengthen the integration of the Internet,promote cooperation between government and enterprises and improve the operation and maintenance.
