Research On Comprehensive Evaluation Of Business Integrity Of Construction Enterprises

With the deepening of China’s socialist market economy and the transformation of the mode of development of structural reform requirements,China’s construction industry is in a new period of challenge and development.The overall quality and credit level of huge construction industry groups and practitioners,are affecting social stability and development.The central government issued credit construction guidance many times,guide the region to use the credit rating certificate.Hubei Province,combined with the actual situation in the region,actively exploring the construction enterprise credit system construction,formed the initial leadership mechanism,coordination mechanism.However,between government departments,regional credit information can’t be shared in real time,the cost of credit information transfer is very high,forming a huge waste of information resources.Therefore,establishing an effective credit evaluation system,formulating scientific credit evaluation procedures,building a unified platform for the sharing,are very urgent.This paper mainly studied the current situation and related basic theory research at home and abroad,the current situation and existing problems of the evaluation of business integrity in the typical areas,the construction of the comprehensive evaluation system of business integrity and the application of the comprehensive evaluation system of business integrity.The first part mainly studied the present situation and research status of honesty and construction at home and abroad.Foreign credit construction originated from the United States,respectively,formed the market credit model represented by the United States,the public credit model represented by the European,the membership-based model represented by Japan.China’s integrity construction has experienced the start,development,adjustment,improvement.Foreign scholars studied the credit evaluation from the traditional evaluation method to the mathematical model method to the field of intelligent research credit evaluation.Chinese scholars mainly studied the construction enterprise credit evaluation index,weight setting,evaluation methods,credit information reward and punishment mechanism and has gained rich experience.The second part discussed the credit evaluation theory and the information asymmetry theory.The introduction of credit evaluation theory is conducive to the rational selection of evaluation indicators,the dimensionless processing of indicators,the determination of the index weight.The introduction of information asymmetry theory can reveal the reasons for the lack of integrity of construction enterprises in the construction market,and provide the direction for better selection of business integrity indicators.The third part introduces the status of credit construction of the Ministry of Commerce,the Ministry of Water Resources and the Ministry of Construction and the status quo of the evaluation of business integrity of Guangzhou,Tianjin,Chongqing,Ningbo and Fujian construction enterprises,compared various provinces and cities construction enterprise business integrity evaluation
