| Since the implementation of the engineering supervision system in China in 1988,it has played a huge role in the steady development of China’s construction industry.However,there are still a series of non-standard behaviors in the process of supervision work,which affects the further development of the supervision industry.Through the investigation of the present situation of supervision and the summary and analysis of the work experience of the supervisory organization,this paper has obtained a series of research results in the practice of standardizing the work of supervision organization.In this paper,through the investigation of several construction supervision projects,it is found that the general problems in the work of supervision agencies,andThen analyzes the necessity of standardization of the supervision agency.Job normalization is the key to solving these problems.Then based on the theory of social system operation and the theory of execution control,combined with the standardized management method of systematization,procedure and format,Using Hall’s three-dimensional structure theory to construct a standardized management framework for the supervision agency.The main content of the framework covers all aspects of the work of the supervision agency,providing a comprehensive,full-process support for the standardization of the supervision agency.Then,this article analyzes the contents of various aspects of the work-standardization framework of the supervision institution in light of the problems existing in the practice process.The contents of the standardization of the supervision agency were studied in terms of organization,operation procedures,and information materials of the supervision agency.Firstly,according to the requirements of organizational design,the selection method for the organization type of the supervision organization was proposed.Then the quality and quantity requirements of the supervision personnel were put forward.After the formation of the organization,suggestions were made for the formulation of the internal management system;The management research of the standardized work flow was conducted.Finally,on the basis of the characteristics of the information management of the supervision institution and the classification study,the standardization requirements of the data management system of the supervision institution were proposed.After the construction of the standardization management framework of the supervision agency,this article takes the construction project of Nanjing as an example to conduct an empirical study of the standardized management results.Through adopting the requirements of the work standardization in this entity construction process,the actual work is used to further improve and actualize the connotation of work standardization and ensure the smooth realization of supervision objectives.After evaluating the effect of the application,it is concluded that the use of standardized work by the supervision agency is conducive to improving the quality of supervision services. |
