China’s rapid economic development and sustained surge in energy demand led to the contradiction in the development of 3E system has become increasingly prominent.To achieve the China’s five pronged strategy for building socialism with Chinese characteristics,that is,to promote coordinated progress in economic,political,cultural,social and ecological areas needs to take full account of coordination between economy,energy and environment.The study of improving energy efficiency and strengthening energy conservation and emission reduction is essential.Technological innovation is an effective way to improve energy efficiency and achieve sustainable energy development.The systematic research on the impact of technological innovation on energy efficiency under the carbon constraint situation has important theoretical and practical significance.This paper firstly makes a theoretical analysis on the impact of technological innovation path of energy efficiency,the undesirable output is incorporated into the framework of total factor energy efficiency evaluation,and the SBM-Undesirable model is applied to measure the inter provincial energy efficiency and the potential of energy saving and emission reduction under the constraint of carbon emission.Then using spatial econometric model to estimate the impact of technological innovation on energy efficiency.To discuss the temporal and spatial differences of the impact of regional technological innovation factors on energy efficiency,and the role of technological innovation on the spatial convergence of energy efficiency.Finally is simulation analysis of the carbon emission scenarios,the set of four scenarios are as follows: Baseline scenario,Energy-saving scenario,Low-carbon scenario and Strengthen Low-carbon scenarios.This paper compares energy technology innovation effects on energy efficiency in different scenarios,and predicts the future trends of China’s economic,energy and environmental systems.Research findings: Firstly,based on the systematic analysis of the impact of technological innovation on energy efficiency,the energy efficiency under the carbon emission constraints of Chinese provinces during the sample period are generally low,ignoring the undesirable output factors will lead to errors in the energy efficiency measures.The energy efficiency performance of China’s four major regions varies greatly,which is showing a decreasing pattern in the eastmiddle-northeast-west region.Secondly,there is a significant positive spatial correlation between China’s regional energy efficiency under different technological innovation levels.The existence of spatial effect will have an impact on the statistical test results of energy efficiency factors.Theimportant source of energy efficiency improvement in China is technological innovation.Thirdly,based on the difference of regional technological innovation ability,China’s regional energy efficiency shows both absolute convergence and conditional convergence.In the control of technological innovation,R&D capital investment,industrial structure and the degree of opening up,the regional energy efficiency of the initial level of low growth rate is more obvious.Technological innovation has a significant impact on the convergence trend of energy efficiency.Fourthly,technological innovation has a significant impact on the improvement of energy efficiency.The low-carbon scenario is the most appropriate and realistic way to coordinate with the 3E system.China’s total carbon emissions during the period from 2005 to 2050 will show Kuznets down "U"-type development trend.The key to achieving the goal of energy conservation and emission reduction in China is to improve energy efficiency.The more rapid development of energy technology innovation,the more remarkable the improvement of energy efficiency.
