Electric power system has been innovated to a comprehensive system which has great influence on society. Major parts of power system comprises of energy saving, environmental protection, economic development and other substances. In this point optimal distribution of recouces should be made in maximum range considing genneration units, Grid Corporations and environment protections when making a long term electric energy plan.As a high energy consuming industry, electric power system is required to share more energy-saving and emission-reduction missions with increasing attention from the government. The regulation objective is focused on energy consuming and sepcial pollutants emission. Therefore, this paper chose main pollutants emitted in generation procedure and made an value evaluation on it. The annual electric energy plan not only reqires power system to complete the energy-saving and emission-reduction missions, but also prevents sharp innovations of profit distribution between generation units and Grid Corporations. In order to solve these problems, this paper proposed two methods for making annual electric energy plans and proposed a rolling distribution method for distributing annual electric energy plan to monthly plan.Ratio of differential electric energy plan is steadily increased when making annual electric energy plan for non-heating thermal units. In this procedure, energy-saving and emission-reduction difference is involed with an increasing environmental constraint considering traditional electric energy plan distribuion method based on average generation hours. Therefore, this paper divides total annual electric energy into base energy and non-base energy, and base energy distribution method is based on average generation hours. Base energy in different years might be changed slowly because electric energy plan this year might be changed based on former years. Base energy ratio regulation range can be predicted considering actual situation in the new year. This paper proposed a method for predicting base energy ratio regulation range, in which optimal base-energy ratio can be found.This paper adpoted linear programing and energy index ranking methods to distribute annual non-base energy. The former one is used to minimize electric energy purchase expenses based on the accomplishment of annual energy-saving and emission-reduction missions. The later one is used to optimize comprehensive generation cost.Annual energy contract should be distributed to different months combining with load level, maintenance, environmental supervision when annual electric energy plan is made. Therefore, this paper proposed a rolling monthly distribution method. The method not only distributes electric energy plan but also energy-saving and emission-reduction missions to every months. Result shows methods proposed in this paper can make distribution in different months steadily and reduce the dispatch difficulties in later months.This work was conducted as a part of the Project 50877014 supported by Natural Science Foundation of China and the Project 20102302110021 supported by Specialized Research Fund for the Doctoral Program of Higher Education.
