| At present,the Chinese economy has entered a "new normal",and "the mismatch in supply and demand" has become an important bottleneck that hinders the economic development of China.In particular,for the reason of the overcapacity of fossil energy and energy structure disequilibrium that there is much more coal than oil and gas,energy development in China is facing long-term serious problems,including environmental pollution,supply and demand contradictions,inefficient utilization.Thus,energy security has become an urgent problem which could not be ignored.China has reached a major historical turning point that China’s socialist modernization is driving into a new era.As a result,energy supply has to keep stable and efficient to meet the harsh demand.The new economy represented by the Internet has provided new ideas for supply-side reform,and “Internet +” strategy,proposed by the Chinese government,brought new opportunities for traditional industries to break the inherent development model,and the "Internet + Energy" concept came into being.China’s energy revolution could get promoted to achieve energy clean and efficient utilization based on the internet technology.As a comprehensive summary and sublimation of “Internet + Energy”,smart energy has been included in China’s "13th Five-Year Plan" and has become an important footstone of China’s energy supply-side reform and the energy development in China.On the basis of the perspective of energy supply-side and reviewing the theory of energy development and efficiency evaluation,this paper focuses on the theory of smart energy and analyzes the present situation of smart energy development from the aspects of opportunities and challenges,for constructing the evaluation model of smart energy under the perspective of supply-side.Combined with the two goals of smart energy development,which is to improve the renewable energy penetration and fossil energy clean utilization,data envelopment analysis method is introduced for the smart energy efficiency evaluation and productivity evolution analysis on the energy supply side.Based on the result of the introduced model and lessons the domestic and foreign policy experience and development trend,some policy recommendations are provided at the end of this paper. |
