Study On The Coordination Of Urban Comprehensive Planning And General Land Use Planning In The New Era Spatial Planning

General secretary Xi Jinping has pointed out that "planning science is the biggest benefit,planning mistakes are the biggest waste,planning toss is the biggest taboo".After the national institutional reform was launched in March 2018,the functions of functional area planning,urban and rural planning and land planning were all integrated and assigned to the ministry of natural resources.Lu Hao,the minister of natural resources,made it clear that "planning is neither urban-rural planning nor land use planning,but land space planning".Spatial planning is not a simple plat former of various plannings,but a planning system covering urban and rural areas,land,land and sea,ground and underground,facilities,environment,ecology,agriculture and rural areas.It is a systematic and structured planning system.But the in-coordination among various plans of various departments affects the establishment of spatial planning.Among all the plannings,the coordination of urban comprehensive planning and land use general planning is the basis for the establishment of the spatial planning system,and the spatial planning system with Chinese characteristics.Both the plannings,which have the characteristics of spatial planning,are two very important long-term plans to guide the land use and urban construction of a region,and also the main part of the spatial planning system with Chinese characteristics.The land use plan is a control plan,which controls all kinds of land from top to bottom,especially the cultivated land and construction land.The other is a developmental plan,which puts forward the goal of urban construction and the scale of land use.The coordination of two plannings is an effective way to solve the contradiction between land supply and demand that restricts the urban development in China,and also an important link to promote the establishment of spatial planning system.However,due to the essential differences,the land planning emphasizes protection,while the urban planning emphasizes development,which makes the two plannings numerous contradictions and even mutual constraints in the actual implementation.It also greatly affects the seriousness of planning,execution and the construction of spatialplanning system.This paper mainly discusses the coordinated path of the two regulations.It takes two aspects in domestic and foreign the present situation of space planning implementation as a reference,such as Shenzhen,Shanghai and the United States,Germany and other western countries abroad,and uses comparative analysis,data analysis and other research methods to analysis of the two planning about basic concepts,characteristics and mutual relations,points out that the land use planning focus on the control,the overall urban planning is a developmental planning.Then the paper analyzes the reasons for the the in-coordination of the two regulations from the aspects of the the laws and regulations,the compilation technical standards,and the administrative management mechanism,and points out that the unsound laws and regulations are the institutional reasons,the compilation technical standards are the basic reasons,and the administrative management is the core reason.The planning of the higher level government is strictly monitored in every detail,the planning of the lower level government does not have certain flexible disposal power,and the "one level government,one level administrative power and one level planning" proposed in the overall plan of the system reform of ecological civilization has not been well implemented.Based on the experience of Xiamen and Hebi city,the paper discusses the coordination and unification of the two rules under the background of institutional reform.The laws and regulations system should be further improved,such as the planning law and the space planning.In addition,the punishment for violating the planning law and lax supervision of planning implementation should be intensified from the two aspects of the subject of responsibility and the subject of supervision.In terms of compilation technology,it is necessary to follow the common compilation guiding ideology,establish a unified land classification system with unified standards,unified name and unified connotation,establish a dynamic digital information sharing platform,promote the interconnection between various departments,and realize the implementation of a blueprint.At the level of administrative management,the unity of administrative system has effectively solved the practical contradiction that soil planning and urban planning are managed by different departments.However,the coordination of interests is the essence of the coordination and unification of the two regulations.It is necessary to further deepen the reform of relevant functionaldepartments,clarify the rights and responsibilities of governments at all levels,establish a reasonable performance appraisal mechanism,build a reasonable interest coordination mechanism,and organically link up the planning coordination mechanism.In addition,local governments should attach importance to the coordination and unification of the two regulations,and also pay attention to the implementation of the coordination of the two regulations.Finally,the author looks forward to the land space planning with land as the overall planning and the city overall planning as the important part,guides the urban development and construction and the economical and intensive use of land,and realizes the construction of the space planning system with Chinese characteristics in the new era with efficient allocation of space resources.
