Research On The Planning Management And Control Mode Of Lake-type Eco-regional

The lake-type ecological region is an ecological region characterized by lakes.It involves the river basin,water environment,water resources,aquatic organisms,microclimate,Lake tourism,Lake ecosystem,ecological protection,social and economic development of Lake basin,agricultural development and other aspects related to water.According to some statistics and surveys,drinking water lakes in cities and towns account for 1/2 of the water supply,food production Lake Basin accounts for 1/4-1/3,industrial output Lake Basin accounts for 1/3,and lakes play an important role in the development of national economy.At the same time,the ? types of water lakes account for 74%of the total survey,and the V types of water lakes account for 20%of the total.Most of the lakes in China are suffering from serious pollution,and the water environment and ecology need to be restored and improved urgently.Guided by the problems encountered in the work practice and drawing lessons from the management and control experience of well-known lakes at home and abroad,this paper constructs planning and control contents based on natural resources,habitats and landscapes,land and space utilization,environmental carrying capacity of natural resources and environmental capacity,development intensity,classification control,development intensity control,land use control and other management and control modes,supported by law.To explore the path of planning implementation in terms of local mode,coordination mechanism between government departments,and establishment of feedback mechanism for performance evaluation of planning management and implementation.At the same time,this paper also discusses the relationship between economic development and ecological protection,and points out that the two are dialectical relations of unity of opposites,which is of great significance to the ideological basis of planning management and control.This paper is divided into six chapters,of which:The first chapter is the introduction,which mainly describes the background,basic concepts,research methods and ideas of the paper.In the second chapter,through discussing the effect of management and control of lake-type ecological regional planning in China at the present stage,the shortcomings are analyzed,and the problems to be solved in this paper are put forward.Chapter three takes "Biwa Lake" in Japan and "Taihu Lake" in Jiangsu as examples,introduces the management and control experience of famous lakes at home and abroad,and puts forward the enlightenment for solving the problems in this paper.The fourth chapter is the core content of this paper.It will elaborate on the relationship between economic development and ecological protection,the key points of planning management and control,and the way of planning management and control in the management and control of lake-type ecological regional planning,and construct the planning management and control mechanism.The fifth chapter is also the core content of this paper.Through the research on the support of the planning legal system,the innovation of local supply mode,and the construction of the coordination mechanism between government departments,the implementation path of planning control is put forward.
