China has undergone a series of major reforms in the past 40 years.The rapid development of cities and the ability to plan cities have gradually improved.However,today's planning system is too singular,overemphasizing the single negative control function of its "quasi-law" and failing to Good guidance to the construction of various factors in the city has led to problems such as excessive urban spatial development,unreasonable land structure,low land use efficiency,and low spatial environment quality in some areas.With the development of the new situation under the 19th CCP National Congress,the development concept of“quality first,efficiency first " should be adopted.How to develop smart cities,refined construction and management to achieve exquisite quality has become an important topic of urban research,developed countries and regions The above aspects have provided us with a lot of planning and construction experience.Among them,cities and regions of the same type and density in Asia have provided us with more important references because of the comparability of climate,population and social culture.As a city in Southeast Asia,Singapore has grown from a resource-poor backward fishing village to a world-famous garden city in just a few decades.Thanks to its comprehensive integration planning system and efficient implementation mechanism,Singapore's unique two-tier city The planning system plays a leading role.In the process of continuous improvement and exploration of the original planning system,Singapore has gradually formed a two-tier urban planning system(conceptual plan-master plan)based on long-term goals and clear division of labor,supplemented by the implementation of systems and regulations.Among them,the concept plan has a direction-oriented role at the macro level of urban development,while the master plan controls the development level of the implementation level.The two-level planning complements each other and plays a positive role in urban development and construction in different degrees and contents.This paper attempts to show the historical development process,compilation mechanism and implementation effect of this planning system,in order to provide some reference for exploring the"multi-regulation" system in line with China's national conditions.The research is divided into the following five aspects:First,the development of Singapore's urban planning system;Second,the study of the guidance and control content of Singapore's two-tier urban planning system;Third,the convergence strategy of Singapore's urban planning system;Fourth,Singapore's two levels The operational mechanism of the urban planning system;Fifth,the reference to China's urban planning and management strategies.
