Study On Performance Appraisal Of PPP Project In Sponge City

Sponge city is the key to implement the new urban stormwater management concept and technology system,aiming at restoring the natural hydrological cycle,improving urban resilience and alleviating the problem of insufficient development in the process of urbanization.According to the construction tasks regulated in the Guiding Opinions on Promoting Sponge City Construction issued by the General Office of the State Council,it will cost nearly 10 trillion RMB to complete the target of Sponge City Construction in 2020.Such an urgent construction task and financial pressure unavoidably caught the government authorities by surprise.At this time,the application of PPP model in the field of Sponge City construction undoubtedly solved this problem.However,when the Ministry of Finance and the National Development and Reform Commission issued documents to strictly regulate government-paid PPP projects and strictly guard against government implicit liabilities,performance appraisal has become the key to the implementation and promotion of PPP projects in Sponge Cities.The combination of Sponge City and PPP mode is a new type of urban stormwater infrastructure management mode,which is still in the pilot stage.It is necessary to summarize experience in time according to the construction situation to optimize the existing performance appraisal system,clarify the construction operation mode,reduce the risk of enterprise operation and maintenance management,and improve the efficiency of project management and fund use.Based on the above research background and guided by practical problems,this paper makes a statistical analysis of the construction of PPP projects in first batch of Sponge Cities in China from four aspects: transaction structure,investment proportion,packaging content and evaluation boundary by using the research methods of literature research,on-site investigation,expert interviews and comparative analysis,and obtains the performance appraisal characteristics of PPP projects in Sponge Cities.Secondly,the relationship between PPP project performance assessment and performance appraisal is discriminated,and the key factors affecting PPP project performance appraisal in Sponge City are analyzed.A three-level performance appraisal system is established.The government implementing agencies are the main body and the third-party organizations are the subsidiary.The three-level performance appraisal system is composed of completion acceptance appraisal,usability performance appraisal and operation performance appraisal.Four quantitative performance appraisal indicators,construction,maintenance,effect and social appraisal,are put forward.It is suggested that on-site survey,data access,public opinion survey,water quality and waterquantity monitoring and model simulation should be adopted to carry out performance appraisal.Aiming at the situation that multi-responsible subjects fail to meet the performance appraisal standards in the performance appraisal area,a multi-responsible subjects performance appraisal responsibility sharing method based on total annual runoff outflow is proposed.Finally,based on the concept of performance appraisal,a Sponge City operation and maintenance management model is established,the main points of maintenance work are clarified,and the importance of operation and maintenance process is emphasized.The key problems are analyzed and the countermeasures and suggestions are put forward.In order to provide ideas for the sustainable development of PPP project performance appraisal and its operation and maintenance mode management in Sponge Cities in China.
