The Guodian Power enterprise is responsible for the power investment,the power grid planning,the supply of electricity products and services,and other important services.The power industry is the basic industry of the national economy.Under the long-term influence of the planned economic system,the problems in the management process gradually exposed by the Guodian Power enterprises have seriously hindered its development,and the method of Benchmarking Management can help to solve this problem.This requires the power enterprises to use the method of Benchmarking Management,in the industry and even in the world to find the benchmarks,through the gap between the benchmarking and benchmarking enterprises,put forward specific management countermeasures,and finally improve the management level of the enterprise.However,there are many deep-seated problems in Benchmarking Management in the process of performance improvement.Therefore,long term performance management can not be satisfied only by Benchmarking Management.The Balanced Scorecard is an excellent strategic management tool,which conquers the whole world with the charm of "balance",and it can make up for the lack of Benchmarking Management.However,the research on the theory of the Balanced Scorecard and the Benchmarking Management is still in a relatively shallow level,and the research on the theory of the Balanced Scorecard and the Benchmarking Management is relatively small for the Guodian Power enterprises in China.Therefore,this paper combines the Balanced Scorecard with the Benchmarking Management,and applies it to the power industry in China,hoping to play a guiding role in improving the management level of the power enterprises in our country.Based on the case of Guodian Power,this paper first combed the research status of Balanced Scorecard and Benchmarking Management at home and abroad,and expounded the basic theory of Balanced Scorecard and Benchmarking Management.Then,taking the Guodian Power as a specific case,the case study method is used to analyze the current situation of Benchmarking Management of the Guodian Power to the standard,and to find the problems in Benchmarking Management of the Guodian Power to the standard.Thirdly,based on the Balanced Scorecard,the Benchmarking Management scheme of Guodian Power is improved,and the dimension of the Guodian Power and its index and weight are designed.Taking Huaneng International as the benchmarking enterprise,we re-bid the Guodian Power and Huaneng International based on the Balanced Scorecard,and use the contrast analysis method to get the gap between the Guodian Power and Huaneng International re-bid,in view of the specific problems existing in the Guodian Power management of the gap looking for abroad,and put forward the management countermeasures to the problems.Finally,the system is applied to the realization of the strategic goals of Guodian Power,and suggestions are made for the adjustment of the operation of Guodian Power.On the one hand,this paper,through the combination of Balanced Scorecard and Benchmarking Management,aims to solve the problem of paying attention to the short-term goals,ignoring the strategic objectives,and provide a feasible reference for the improvement of Guodian Power performance work,and promote the sustainable development of Guodian Power.On the other hand,it is hoped that the basic framework of Benchmarking Management of the power enterprises based on the Balanced Scorecard can promote the continuous development and progress of the Guodian Power enterprises in the future.
