In the period when the country implements the "One Belt and One Road" policy actively and promotes the "going out" strategy vigorously,construction companies that go abroad to contract international projects are an important way to promote domestic economic development and the international construction market.The international project contracted by Chinese and foreign companies jointly is a derivative product of a series of national political strategies.Its success is directly related to the implementation of the national strategy.International engineering projects contracted jointly by Chinese and foreign companies face many uncertainties as a major form of outward development of Chinese enterprises.To do a good job of risk management of international engineering projects contracted jointly by Chinese and foreign companies can promote the steady development of international engineering projects.On the basis of expounding the relevant theories of risk management and international engineering projects,this article summarizes the deficiencies of existing research,proposes a new research perspective of Sino-foreign co-contracted international engineering projects,and analyzes specialties of international engineering projects and international projects for joint contracting.Based on the basic idea of risk management,and using a combination of theoretical and empirical analysis methods,this paper explores the risk assessment index system of international engineering projects jointly contracted by Chinese and foreign companies.The risk assessment indicator system includes five primary risk factors and 25 secondary risk factors,99 three-level risk factors.Using expert survey method and improved AHP method to construct a fuzzy comprehensive evaluation model of risk management,through the risk assessment to get the key risk factors of the project,that is,the first and second types of risk factors with a risk weight coefficient greater than 0.05 in the risk assessment results.The first type of risk includes the degree of political stability,the risk of construction drawing design and use,the second type of risk includes changes in laws and policies,inflation,exchange rate risk,construction technology risk,etc.,and puts forward China's risk control strategy for these risk factors.Otherwise,through the fuzzy comprehensive evaluation and the principle of maximum degree of membership,the comprehensive risk evaluation level of a specific project can be known.Finally,taking Indonesia's XX high-speed rail project as an example,it analyzes the risk factors of the project,finds out the key risk control points of the project,and concludes that the project risk level is serious,and proposes the evaluation results from the level of the two governments and the enterprises themselves.Risk response measures and recommendations.This case proves that the risk assessment index system and evaluation method proposed in this paper are reasonable and feasible.
